Implementing the policy to promote tourism in secondary cities in Ratchaburi province

Abstract
The purpose of this research is to study how secondary city tourism promotion policies are put into action in Ratchaburi province, Thailand. The study aims to identify the challenges and obstacles that hinder the effective implementation of these policies and provide suggestions for future strategies to boost secondary city tourism.
The research reveals that two key agencies are involved in the implementation process: the Department of Community Development in Ratchaburi province and the Tourism Authority of Thailand in Ratchaburi province. The Department of Community Development promotes secondary city tourism through the OTOP Nawatwithi community-based tourism project, which focuses on preparing communities to become attractive tourist destinations. Additionally, it aims to enhance Thai tourism in Ratchaburi province by connecting primary tourist spots with OTOP Nawatwithi community-based tourism through the creation of tourist routes and marketing materials, such as video clips, to attract visitors. The ultimate goal is to generate more income for the local communities.
The study identifies several issues and challenges in carrying out the secondary city tourism promotion policies in Ratchaburi province. A major concern is that the policies are often formulated from a national standpoint, leading to insufficient communication between central and regional authorities. Moreover, there might be limited resources available for successful implementation.
Based on the research findings, the following recommendations are proposed to foster secondary city tourism: the development of clear and cohesive regional tourism strategies, well-defined roles for relevant agencies, and increased training and knowledge sharing on secondary city tourism promotion policies.
