The Public Sector’s Roles in Managing and Solving Problems of Gender Diversity of Religious Communities in the Three Southern Border Provinces

Abstract
In this research article, the researcher examines: (1) the problems and obstacles in managing the problems of gender diversity of religious communities in the three southern border provinces; studies (2) the public sector’s roles in managing and solving problems of gender diversity of the religious communities under study; investigates (3) religious beliefs concerning gender diversity of the religious communities under investigation influencing the management of gender diversity problems; and proposes (4) guidelines for the development of the public sector’s roles in managing the gender diversity problems of religious communities in the three southern border provinces. The qualitative research was employed using the techniques of documentary research and in-depth interview with key informants. The concepts and theories regarding the public sector’s roles; gender diversity and religions; diversity management; justice in society; community participation; and religious communities in the three southern border provinces were used as the research framework.
Findings show that religious communities in the three southern border provinces are closed and sensitive areas. Religious context represses the lifeways of individuals with gender diversity so they have to conceal their identity and dare not disclose or complain or notify problems that arise to government agencies of responsibilities. Government agencies cannot directly operate. They can only arrange activities or provide knowledge regarding human rights or the law concerning the violation of the rights of individuals with gender diversity.
