Abstract

        The objectives of this research were (1) to study the conditions of human resource development focusing on the achievement of Customs Department officials, (2) to study the problems and obstacles of human resource development focusing on the achievement of Customs Department officials, and (3) to study the guidelines in human resource development focusing on the achievement of Customs Department officials.

         The research model was qualitative. The study was conducted by key informants, namely the chiefs, deputy chiefs and operators of the Customs Department, totaling 20 key informants, who were selected specifically from practitioners who were well involved in this study. The instrument used to collect data was unstructured informal interviews and analyzed the data by descriptive.

          The results found that: (1) the conditions of human resource development of human resource development focusing on the achievement of Customs Department official had been developed in look at the big picture and understand the mission of the organization, being an innovator that focused on creating results uphold ethical standards, paying attention to integration. There was an ecosystem that was appropriate and consistent with the context and encouraging personnel to learn and develop continually. (2) the problems and obstacles human resource development focusing on the achievement of Customs Department officials found that they arise from the civil servants themselves, the working system, the structure and culture of the government, the administrators, the organize knowledge operational resources and training arrangements did not meet the needs of personnel; and (3) the guidelines in human resource development focusing on the achievement of Customs Department officials found that adequate and appropriate budget support was required modify the infrastructure create cooperation. The body of knowledge was gathered systematically, establish an effective monitoring and evaluation system, adopt modern technology, self-improvement, motivation and develop morals and ethics along with developing the necessary knowledge and skills.
