The Mechanisms to Enhance Citizen Journalism: A Case Study of Rasrisalai Community

Abstract

This research was conducted to search for and develop an appropriate mechanism to encourage citizen journalism and to accumulate the influential factors of success in citizen reporters’ development procedure in Rasrisalai Community, Srisaket Province. A participatory action research was applied with a number of 59 local people who played roles as coresearchers, key informants and participants in the training from March 1, to September 30, 2012. The findings reveal that the mechanism appears to be composed of these following components; 1) active individuals in the enhancement process of citizen journalism or the participation in citizen news production, 2) effective managements of citizen reporter development process, citizen media production, forming and extending the collaboration networks as well as having a strategy of knowledge management, 3) an appropriate selection of citizen media, and 4) obvious clarification of goal in citizen journalism enhancement. Additionally, it also indicates that the achievement of the citizen journalism development process is based on key persons’ understanding and their point of views on citizen journalism, activities in the process, including the extent of participants’ awareness of significance and power of citizen journalism.

กลไกสนับสนุนวารสารศาสตร์พลเมือง กรณีศึกษาชุมชนราษีไศล

งานวิจัยนี้ค้นหาและพัฒนากลไกที่เหมาะสมในการสนับสนุนวารสารศาสตร์พลเมือง ตลอดจนรวบรวมปัจจัยที่มีผลต่อความสำเร็จของการจัดกระบวนการพัฒนานักข่าวพลเมืองในชุมชนราษีไศล จ.ศรีสะเกษ ใช้การวิจัยเชิงปฏิบัติการแบบมีส่วนร่วมระหว่างวันที่ 1 มีนาคม 2555 – วันที่ 30 กันยายน 2555 มีสมาชิกในชุมชนราษีไศลเข้ามามีส่วนร่วมจำนวน 59 คน โดยมีบทบาทในฐานะผู้ร่วมวิจัย 4 คน เป็นผู้ให้ข้อมูลหลักและผู้เข้าอบรม 55 คน ผลการวิจัยพบว่า กลไกการพัฒนานักข่าวพลเมือง ประกอบด้วย 1) กลุ่มบุคคลที่มีบทบาทขับเคลื่อนวารสารศาสตร์พลเมือง หรือมีส่วนร่วมในการผลิตงานข่าวพลเมือง 2) การจัดกระบวนการสร้างและพัฒนานักข่าวพลเมือง การจัดการผลิตสื่ออย่างมีประสิทธิภาพ การแสวงหาและขยายเครือข่ายความร่วมมือ รวมถึงการจัดการองค์ความรู้ 3) การเลือกสื่อพลเมืองที่เหมาะสม 4) การกำหนดเป้าหมายที่เด่นชัดของการพัฒนาวารสารศาสตร์พลเมือง ขณะที่ปัจจัยที่มีผลต่อความสำเร็จของกระบวนการขึ้นอยู่กับความเข้าใจและมุมมองที่มีต่อวารสารศาสตร์พลเมืองของผู้จัดกระบวนการ กิจกรรมในกระบวนการ และระดับความตระหนักในความสำคัญและพลังของวารสารศาสตร์พลเมืองของผู้เข้าร่วมกระบวนการ
