A Prototype Community Radio for the Underprivileged: A Case Study of Community Radio for the Blind

Abstract

This research aimed (1) to study the structure, policy, format and content of the community radio as a channel for the blind to gain access to print media information, (2) to analyze the administrative work and production process according to the community radio’s philosophy, and (3) to analyze the factors that affect the said operation. This is a qualitative research using the techniques of an in-depth interview, observation, and content and related documents analysis. The research results show as following:

1) The station was initiated by a group of blind people that intended to use radio broadcasting for the benefit of their community. The structure of the station’s ownership control belongs to the group of blind people from Thailand Association of the Blind and Thai Blind People Foundation which have sponsored the station. Therefore, the station has set a policy to develop the life quality of the blind and to give opportunities to the blind to participate in broadcasting in various styles.

2) The station committee acts as its board of management while most of the operational staff are the blind who voluntarily produce radio programs without payment. Programs are produced in various styles of production and format depending on the producers' interest and convenience. The content of the program is to provide knowledge and information that will benefit the blind and the public.

3) Both internal and external factors affect the operation of the radio station. The most influential internal factor was related to organizational management since the content of the programs had to be consistent with the policy of the Association and the Foundation which are the main sponsor of the station. Hence, the station had a clearer goal to help develop the life quality of the blind. In terms of external factors, the most influential factors was politic factors that involved with the regulations of community radio that the station had to follow.

วิทยุชุมชนต้นแบบเพื่อผู้ด้อยโอกาสในสังคม ศึกษาเฉพาะกรณี สถานีวิทยุชุมชนเพื่อคนตาบอด

การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อ (1) ศึกษาโครงสร้างนโยบายองค์กร รูปแบบและเนื้อหารายการของสถานีวิทยุชุมชน เพื่อการเข้าถึงข้อมูลข่าวสารทางสื่อสิ่งพิมพ์(2) วิเคราะห์วิธีการบริหารงานและการผลิตรายการตามหลักปรัชญาวิทยุชุมชน ของสถานีและ (3) วิเคราะห์ปัจจัยที่มีผลต่อการดำเนินงานดังกล่าว โดยเป็นการวิจัยเชิงคุณภาพ อาศัยข้อมูลจากการ สัมภาษณ์แบบเจาะลึก การวิเคราะห์เนื้อหารายการ และการวิเคราะห์เอกสาร ซึ่งผลการวิจัยสรุปได้ดังนี้

1) สถานีวิทยุแห่งนี้เกิดจากกลุ่มคนตาบอดที่ต้องการใช้สื่อวิทยุเพื่อสร้างประโยชน์แก่ชุมชน มีโครงสร้างการเป็นเจ้าของ สถานี เป็นของกลุ่มคนตาบอดที่มาจากสมาคมคนตาบอดแห่งประเทศไทยและมูลนิธิคนตาบอดไทย ซึ่งเป็นหน่วยงานที่ สนับสนุนสถานีจึงทำให้สถานีสามารถกำหนดนโยบายเพื่อพัฒนาคุณภาพชีวิตคนตาบอดและเปิดโอกาสให้คนตาบอดมีส่วน ร่วมในหลายรูปแบบ

2) สถานีมีวิธีการบริหารงานในรูปแบบคณะกรรมการบริหารสถานีมีบุคลากรและผู้ผลิตรายการเป็นคนตาบอดที่เข้า ร่วมงานโดยไม่รับค่าตอบแทน มีวิธีการผลิตรายการและรูปแบบรายการที่หลากหลายขึ้นอยู่กับความสนใจและความสะดวก ของผู้ผลิตรายการ เนื้อหารายการนำเสนอความรู้และข้อมูลที่เป็นประโยชน์กับคนตาบอดและเรื่องทั่วไป

3) ปัจจัยที่ส่งผลกระทบต่อการดำเนินงาน มีทั้งปัจจัยภายในและปัจจัยภายนอก โดยปัจจัยภายในที่ส่งผลกระทบมาก ที่สุด ได้แก่ ปัจจัยด้านการจัดการองค์กร เนื่องจากต้องนำเสนอเนื้อหารายการที่สอดคล้องกับนโยบายของหน่วยงานที่ สนับสนุนสถานี จึงส่งผลให้สถานีมีเป้าหมายการดำเนินงานเพื่อการพัฒนาคุณภาพชีวิตคนตาบอดชัดเจนยิ่งขึ้น สำหรับ ปัจจัยภายนอกที่ส่งผลกระทบมากที่สุด ได้แก่ ปัจจัยทางด้านการเมืองในประเด็นทางด้านกฎหมายที่เกี่ยวกับวิทยุชุมชน ที่สถานีต้องปฏิบัติตาม
