แนวทางการบริหารงานวิชาการของโรงเรียนบ้านราษฎร์ภักดี สำนักงานเขตพื้นที่การศึกษาประถมศึกษาเชียงราย เขต 4

Abstract

การศึกษาครั้งนี้มีวัตถุประสงค์ 1) เพื่อศึกษาสภาพการบริหารงานวิชาการของโรงเรียนบ้านราษฎร์ภักดี สำนักงานเขต พื้นที่การศึกษาประถมศึกษาเชียงราย เขต 4 2) เพื่อหาเหตุและปัจจัยสำคัญที่ส่งผลต่อการบริหารงานวิชาการของโรงเรียนบ้าน ราษฎร์ภักดี สำนักงานเขตพื้นที่การศึกษาประถมศึกษาเชียงราย เขต 4 และ 3) เพื่อหาแนวทางในการบริหารงานวิชาการของ โรงเรียนบ้านราษฎร์ภักดี สำนักงานเขตพื้นที่การศึกษาประถมศึกษาเชียงราย เขต 4 ประชากรที่ใช้ในการวิจัย ได้แก่ ผู้บริหารสถานศึกษา จำนวน 1 คน และครู จำนวน 27 คน รวมทั้งสิ้น 28 คน เครื่อง มือที่ใช้ในการวิจัยเป็นแบบสอบถามและแบบสัมภาษณ์ โดยสอบถามเกี่ยวกับข้อมูลทั่วไปของผู้ตอบแบบสอบถาม สภาพการ บริหารงานวิชาการและแนวทางการบริหารงานวิชาการ ใช้แบบสอบถามทั้งสิ้น 28 ฉบับ โดยเป็นประชากรทั้งหมดที่ใช้ในการ วิจัย เครื่องมือที่ใช้ในการวิจัยเป็นแบบสอบถามมีลักษณะเป็นแบบตรวจสอบรายการและมาตราส่วนประเมินค่า 5 ระดับ สถิติที่ ใช้ ได้แก่ ค่าร้อยละ ค่าเฉลี่ย และค่าส่วนเบี่ยงเบนมาตรฐาน

ผลการศึกษาวิจัยพบว่า

สภาพการบริหารงานวิชาการโดยภาพรวมและรายด้านเกือบทุกด้าน มีระดับความคิดเห็นอยู่ในระดับปานกลาง ยกเว้น ด้านบริหารจัดการหลักสูตรและด้านจัดการเรียนการสอน ที่มีระดับความคิดเห็นมากที่สุด ทั้งนี้อาจเนื่องมาจาก มีการติดตาม ตรวจสอบ ประเมินผลการดำเนินงาน ตลอดทั้งมีการปรับปรุง และพัฒนาอย่างเป็นระบบและต่อเนื่อง

เหตุและปัจจัยสำคัญที่ส่งผลต่อการบริหารงานวิชาการ โดยภาพรวมและเกือบทุกด้านมีระดับความคิดเห็นอยู่ในระดับ มาก ยกเว้นด้านชุมชนมีระดับความคิดเห็นอยู่ในระดับปานกลาง ส่วนสภาพทั่วไปของโรงเรียน และด้านครูผู้สอนนั้นมีระดับความ คิดเห็นอยู่ในระดับมาก อาจเป็นเพราะโรงเรียนมีการพัฒนามาอย่างต่อเนื่อง ทั้งด้านการจัดโครงสร้างการบริหารโรงเรียนโดยให้ บุคลากรทุกฝ่ายได้มีส่วนร่วมรับผิดชอบ การจัดแหล่งเรียนรู้ เพื่อสนับสนุน การบริหารงานวิชาการ จัดทำแผนกลยุทธ์ เพื่อปรับปรุงพัฒนาอย่างเป็นระบบและต่อเนื่อง

แนวทางการบริหารงานวิชาการ ด้านหลักสูตรและการนำหลักสูตรไปใช้ ควรมีการพัฒนาครูให้มีความรู้ ความสามารถ ตรงกับภาระงานที่รับผิดชอบ ด้านการจัดการเรียนการสอน สนับสนุนการไปศึกษาดูงานในโรงเรียนที่ประสบผลสำเร็จ ให้ครูทุก คนจัดทำคู่มือการจัดการเรียนการสอน ด้านการนิเทศภายใน ดำเนินการอย่างเป็นระบบและต่อเนื่อง ตามขั้นตอนกระบวนการ นิเทศภายในโรงเรียน ด้านการวัดผลประเมินผล จัดอบรมให้ครูมีความรู้ ความเข้าใจเกี่ยวกับการสร้างเครื่องมือทางการวัดและ ประเมินผล ด้านสภาพของโรงเรียนต้องกำหนดนโยบาย จัดโครงสร้างการบริหารโรงเรียนโดยให้บุคลากรทุกฝ่ายได้มีส่วนร่วมรับ ผิดชอบดำเนินงาน ด้านผู้บริหารควรพัฒนาสมรรถนะของผู้บริหารโรงเรียนให้มีประสิทธิภาพ ประสิทธิผล และสามารถปฏิบัติงานให้มีคุณภาพตามเป้าหมาย ด้านครูผู้สอนควรได้รับการส่งเสริมสนับสนุนและมีแรงจูงใจในการนำประสบการณ์ด้านการสอน มาพัฒนาการเรียนการสอน ด้านชุมชน ต้องอาศัยหลักการมีส่วนร่วม และความร่วมมือในการวางแผนการจัดกิจกรรม ด้านทรัพยากร การดำเนินการกับทรัพยากรต้องมีหลักการ วิธีการและแนวคิดเป็นกรอบเพื่อให้เกิดผลและมีประสิทธิภาพ

Guidelines for the Academic Administration of Ban Raj Pak Dee School under Chiang Rai Primary Educational Servic Office Area 4

The purposes of this research were: 1) to study the conditions of academic administration of Ban Raj Pak Dee school under Chiang Rai Primary Educational Service Office Area 4, 2) to examine the causes and factors affecting academic administration of Ban Raj Pak Dee school under Chiang Rai Primary Educational Service Office Area 4, and 3) to investigate the guidelines for academic administration of Ban Raj Pak Dee school under Chiang Rai Primary Educational Service Office Area 4. The population of this research was 28 people consisted of 1 administrator and 27 teachers. The research instruments were a checklist and five-rating scale questionnaire, and an interview form on general information, conditions, and guidelines of academic administration. Percentage, mean, and standard deviation were used for the data analysis. The research findings appeared that the overall condition of academic administration and most of every aspect were at the average level, except the curriculum management and instruction which were ranked at the highest level. The cause of this might stem from the results of consistent monitoring and evaluation including the improvement and development which were systematically implemented.

The causes and factors affecting academic administration, in general and most of the aspects, appeared at the high level. However, the community was ranked at the average level. The general school environment and teacher were at the high level. The causes of these might result from the school development which was continuously undertaken. The school administration structure allowing all personnel involvement with the provision of learning resources to support academic administration, and the strategic plan for improvement and development was also carried out continuously and systematically.

The guidelines for academic administration revealed that, in terms of the curriculum and the usage of curriculum, the teacher development should be implemented to develop teachers’ knowledge and ability on the responsible jobs. In terms of the instruction, teachers should be supported to visit the successful schools, and they should develop their instructional handbook. In terms of the internal supervision, the supervision should be implemented in systematic and consistent manner based on the steps of the internal supervision. In terms of the evaluation and assessment, teachers should be trained on the construction of the evaluation and assessment tools. In terms of the school condition, the school must set the policy for the school administration structure by allowing participation of the personnel in every section. In terms of the administration, the administrator performance should be developed for the effective and efficient administration in order to meet the set goals. In terms of the teacher, teachers should get support and motivation in using their teaching experience to develop their teaching. In terms of the community, community’s involvement and collaboration in planning and utilizing the resources was the crucial principles. Utilization of the resources should be undertaken based on the principles, concepts, and methods of the effective outcome.
