Buddha’s Administration Method for Local Administrative Organizations to Adapt to ASEAN community

Abstract

The purpose of this research is to present problems and impact on
local administration organizations in adaptation to ASEAN community. ASEAN community turns to be a part of way of life of Thailand in economics,
social and culture. For the next step to be a part of ASEAN community, the
local administrative community has important problems in structure of
organization, economics development, natural resources and environment
management, languages and cultures management. Guideline for local
administrative organizations to adapt to ASEAN community consists of to
change structure in administration to decentralized style, to set strong
economics policy, to monitor environment and natural resources destruction,
to cooperate with governmental and private sections to adapt task, to develop
language skill of personnel, to promote ASEAN identity including to learn
and to understand different cultures in neighbor countries. In addition to
administration in western style, the Buddha’s method, for example the 7 virtues of a gentleman can be applied. The integration in administration should
balance between knowledge and skill to support administration system. It is
necessary to have flexibility of the leader, knowing the consequence, knowing
how to be temperate, knowing the proper time, knowing the society, knowing
the difference of individuals including good attitude towards responsibilities.
Moreover, the Dharma is to prevent people from doing the wrong way to
organizations and society. It is possible to say that these are the effective way
of administration by the Buddha’s administrative method.
