สมรรถนะและองค์การแห่งการเรียนรู้ที่ส่งผลต่อประสิทธิภาพการจัดซื้อจัดจ้างภาครัฐในระบบ e-GP ของส่วนราชการผู้เบิกในจังหวัดร้อยเอ็ด

Abstract

The purpose of this research was to study competency factors including achievement motivation, service mind, expertise, integrity and building teamwork and to study learning organization factors that consists of personal mastery, mental model, building shared vision, system thinking and action that affecting to the efficiency of governmental procurement in the e-GP system of the government agency’s disbursement in Roi Et Province, Thailand and to study the approaches for building competency and learning organization to improve the efficiency of governmental procurement in the e-GP system of the government agency’s disbursement in Roi Et Province. Questionnaires were used to collect data from 297 officers who works in in the e-GP System of the government agency’s disbursement in Roi Et Province and the method of data analysis is based on percentage, mean, standard deviation and multiple regression analysis.

 The results of this study show that competency had the positive effects on the efficiency of governmental procurement in the e-GP system of the government agency’s disbursement in Roi Et Province. When considering each aspect of competency factors the most important one due to the respondents is building teamwork, Followed by achievement motivation and expertise with the statistical significance at 0.05 level. The learning organization had the positive effects on the efficiency of governmental procurement in the e-GP system of the government agency’s disbursement in Roi Et Province. When considering each aspect of learning organization factors found that the most important one of respondents is system thinking, Followed by personal mastery with the statistical significance at 0.05 level.
