Legal Measures for Managing Stray Dogs in Thailand: A Study of the Roles of Operators
Abstract
This study aims to study the concepts, theories and principles of law. About solving stray dogs, studying the role of business operators to sell dogs. The scopes of this study are Act on Prevention of Cruelty and Animal Welfare 2014 of Thailand compared to the Act on Welfare and Management of Animals 2014, laws of Japan. By focusing on analyzing specific cases of dogs to find ways to control and manage stray dogs. This study is a documentary research and content analysis. Stray dog problems that occur in Thailand Partly found to be a problem from business operators to sell dogs that have no responsibility and lack of standards for business operations. That is, there is a problem in the operation of a standard business Providing good welfare for dogs in the workplace and the problem of abandoning dogs that cannot be sold out Resulting in an increase of stray dogs in another way. According to the study, there is no law that regulates the measures to control such operations. Therefore, this research aims to study the ways and measures to control the business operators to sell dogs to solve the problem. By studying from the Act on Welfare and Management of Animals 2014 in Japan as a guideline for amendments to the Act on Prevention of Cruelty and Animal Welfare 2014 of Thailand.
