การสำรวจความต้องการในการศึกษาต่อของกลุ่มสมาชิก เจ้าหน้าที่องค์การบริหารส่วนตำบล (อบต.) องค์การบริหารส่วนจังหวัด (อบจ.) และเทศบาลในจังหวัดเชียงใหม่

Abstract

การวิจัยครั้งนี้มีวัตถุประสงค์  เพื่อศึกษาความต้องการการศึกษาต่อของกลุ่มสมาชิก และเจ้าหน้าที่องค์การบริหารส่วนตำบล (อบต.) องค์การบริหารส่วนจังหวัด (อบจ.) และสมาชิกเทศบาลในจังหวัดเชียงใหม่  กลุ่มตัวอย่างที่ใช้ในการวิจัยครั้งนี้คือ สมาชิกและเจ้าหน้าที่ องค์การบริหารส่วนตำบล (อบต.) องค์การบริหารส่วนจังหวัด (อบจ.) และสมาชิกเทศบาลในจังหวัดเชียงใหม่  การเลือกกลุ่มตัวอย่างใช้วิธีการเลือกแบบเจาะจงรวม 32 แห่ง โดยทำการสัมภาษณ์เจ้าหน้าที่/ข้าราชการองค์การบริหารส่วนตำบล (อบต.) 14 แห่ง องค์การบริหารส่วนจังหวัด (อบจ.) 1 แห่ง เทศบาล 17 แห่ง รวมทั้งสิ้น 624 คน สถิติที่ใช้ในการวิเคราะห์ข้อมูลใช้ค่าความถี่ และร้อยละ

            ผลการวิจัยพบว่า  ผู้ให้สัมภาษณ์คิดว่าความรู้ความสามารถทางด้านการบริหารจัดการมีความจำเป็นได้รับการศึกษาเพิ่มเติมเพื่อประโยชน์ในการปฏิบัติงานมากที่สุด  คิดเป็นร้อยละ 40.87 รองมาด้านกฎหมาย  คิดเป็นร้อยละ 33.49 และด้านการเงินบัญชี  เทคนิควิชาการด้านต่างๆ  คิดเป็นร้อยละ 20.51 เป็นต้น  ผู้ให้สัมภาษณ์สนใจศึกษาเพิ่มเติมหลักสูตรระยะสั้น/ใบประกาศนียบัตรโปรแกรมภาษาอังกฤษมากที่สุด  คิดเป็นร้อยละ 33.81 และรองมาโปรแกรมพาณิชย์อิเล็กทรอนิกส์(e-commerce) คิดเป็นร้อยละ 21.63 ช่วงระยะเวลาที่สนใจในการศึกษาต่อหลักสูตรระยะสั้น/ใบประกาศนียบัตรภายใน 3 เดือน คิดเป็นร้อยละ 44.39 และสะดวกเรียนช่วงเวลาวันเสาร์-อาทิตย์ คิดเป็นร้อยละ 75.80

            หลักสูตรปริญญาตรี  จำนวน 14 สาขา  สาขารัฐประศาสนศาสตร์เป็นหลักสูตรที่ผู้ให้สัมภาษณ์สนใจเรียนมากที่สุดคิดเป็นร้อยละ 22.28 รองมาสาขาวิชาคอมพิวเตอร์ธุรกิจ คิดเป็นร้อยละ 17.63 และสาขาวิชาบัญชีคิดเป็นร้อยละ 10.26 ผู้ให้สัมภาษณ์สนใจเรียนหลักสูตรปริญญาตรีที่สามารถเทียบโอนประสบการณ์ คิดเป็นร้อยละ 67.79

            หลักสูตรปริญญาโท สาขาวิชารัฐประศาสนศาสตร์เป็นหลักสูตรที่ผู้ให้สัมภาษณ์สนใจเรียนมากที่สุด คิดเป็นร้อยละ 34.13 รองมาสาขาวิชาบัญชีคิดเป็นร้อยละ 13.14  ผู้ให้สัมภาษณ์สนใจเรียนหลักสูตรปริญญาโทที่สามารถเทียบโอนประสบการณ์ คิดเป็นร้อยละ 78.52

            เหตุผลที่ผู้ให้สัมภาษณ์ต้องการศึกษาต่อเพื่อความก้าวหน้าในหน้าที่การงานมากที่สุดคิดเป็นร้อยละ 69.39 รองมาเพื่อพัฒนาองค์กรคิดเป็นร้อยละ 23.40 ผู้ให้สัมภาษณ์มีความพร้อมที่จะศึกษาต่อในด้านที่ต้องการระดับปานกลางถึงระดับมาก

Abstract

            The objective of this study aims to investigate the needs for further study among members of local administration organizations in Chiang Mai, namely: Sub-district Administration Organization, Provincial Administration Organization and Municipality. The Purposive method is used for selecting samples from 32 organizations; 14 Sub-district Administration Organizations, one Provincial Administration Organization, and 17 Municipalities. The data were collected by the survey questionnaire. The collected data were analyzed by using frequency and percentage.

            The findings revealed that most interviewees need to improve their administration knowledge and skills (40.87 percent) in order to develop their operation. The second most need to improve their knowledge regarding laws (33.49 percent), finance and accounting (21.63 percent), etc. To further their study, the interviewees were interested in short courses or diploma programs in English Language (33.81 percent) and e-commerce (21.63 percent) the most. The length of study time for each program should not exceed three months (44.39 percent), and weekend (75.80 percent) is the most convenient study time for them.

            For 14 undergraduate programs, most interviewees were interested in public administration (22.28 percent), business computer (17.63 percent) and accounting (10.26 percent), respectively. Of 624 interviewees, 67.79 percent were interested in the work-experience transferrable degree in undergraduate level.

            For graduate program, most interviewees were interested in Public Administration program (34.31 percent) and Accounting (13.14 percent), respectively. 78.52 percent of 624 interviewees were interested in the work-experience transferrable degree in graduate level.

            The interviewees need to further their study for the following reasons: to gain career advancement (60.39 percent) and to develop their organization (23.4 percent) respectively. In terms of readiness for further study, the interviewees showed their readiness in medium to high level.
