แนวทางในการพัฒนาศักยภาพกลุ่มเกษตรชุมชน สู่วิสาหกิจชุมชนเกษตร จังหวัดเชียงใหม่*

บทคัดย่อ
การวิจัยครั้งนี้ มีวัตถุประสงค์เพื่อศึกษา 1) ความรู้ความเข้าใจกระบวนการจัดการทางด้านการเกษตร 2) ศักยภาพจุดแข็ง จุดอ่อน ปัญหา และอุปสรรคในการดำเนินงาน และ 3) แนวทางในการพัฒนาศักยภาพของกลุ่มเกษตรชุมชนในจังหวัดเชียงใหม่ เก็บข้อมูลจากสมาชิกกลุ่มชุมชนการเกษตรในจังหวัดเชียงใหม่ด้วยการคัดเลือกแบบเจาะจง 120 คน โดยใช้แบบทดสอบความรู้ความเข้าใจกระบวนการจัดการทางด้านการเกษตร 16 ด้าน วิเคราะห์ข้อมูลโดยหาค่าร้อยละ ค่าเฉลี่ยและส่วนเบี่ยงเบนมาตรฐาน เก็บข้อมูลจากการประชุมกลุ่มย่อยผู้มีส่วนได้เสีย และกลุ่มชุมชนการเกษตรในจังหวัดเชียงใหม่ด้วยการคัดเลือกแบบเจาะจง 40 คน โดยใช้แบบวิเคราะห์ศักยภาพของกลุ่มวิสาหกิจการเกษตร วิเคราะห์ข้อมูลด้วย SWOT Analysis ผลการศึกษาพบว่า 1) ระดับความรู้ในแต่ละด้านของกลุ่มการเกษตรมีค่าเฉลี่ยระดับปานกลาง 2) จุดแข็ง คือ มีความรู้ความเชี่ยวชาญเฉพาะด้าน จุดอ่อน คือ มีอำนาจต่อรองพ่อค้าคนกลางน้อย โอกาส คือ ได้รับการสนับสนุนจากหลายภาคส่วน อุปสรรค คือ มีการแข่งขันทางการตลาดสูง และ 3) แนวทางการพัฒนาศักยภาพ ได้แก่ กลุ่มข้าวควรร่วมมือกับสถาบันการศึกษา และกลุ่มเกษตรในการแลกเปลี่ยนความรู้ กลุ่มลำไยควรใช้แรงงานจากประเทศเพื่อนบ้านที่ถูกกฎหมาย กลุ่มพืชผักควรรวมตัวกันเพื่อสร้างความเข้มแข็ง กลุ่มผลไม้ควรรวมกลุ่มเพื่อสร้างอำนาจต่อรองกับผู้บริโภค กลุ่มแปรรูปสินค้าเกษตร ควรใช้สื่อออนไลน์ในการประชาสัมพันธ์สินค้า และควรมีตลาดกลางเพื่อจำหน่ายสินค้า
