การประเมินผลตอบแทนทางสังคมจากการลงทุนของโครงการพัฒนาศักยภาพวิสาหกิจชุมชน คะฉิ่นสุดใจ: กรณีศึกษาพื้นที่โครงการหลวงหนองเขียว จังหวัดเชียงใหม่

บทคัดย่อ
งานวิจัยนี้มีวัตถุประสงค์เพื่อ (1) ประเมินผลตอบแทนทางสังคมจากการลงทุนของโครงการพัฒนาศักยภาพวิสาหกิจชุมชนคะฉิ่นสุดใจ และ (2) วิเคราะห์ผลลัพธ์ด้วยกรอบปรัชญาของเศรษฐกิจพอเพียง ได้แก่ความพอประมาณ ความมีเหตุผล การมีภูมิคุ้มกัน เงื่อนไขความรู้ และเงื่อนไขคุณธรรม รวมทั้งเชื่อมโยงผลลัพธ์กับการพัฒนาที่ยั่งยืน การวิจัยใช้การประเมินแบบผสานวิธีเชิงสำรวจตามลำดับขั้น เก็บข้อมูลจากผู้มีส่วนได้ส่วนเสีย 21 คน ผ่านการสนทนากลุ่ม การสัมภาษณ์เชิงลึก แบบสอบถามกึ่งโครงสร้าง และข้อมูลบัญชีของกลุ่ม จากนั้นนำผลลัพธ์ที่มีสาระสำคัญมาตีมูลค่าและคำนวณ SROI โดยผสานการประเมินย้อนหลังกับการคาดการณ์ 3 ปี และใช้อัตราคิดลดร้อยละ 3.5 พบว่า เงินลงทุน 402,500 บาท สร้างมูลค่าปัจจุบันของผลลัพธ์สุทธิ 957,455 บาท มีค่า SROI เท่ากับ 2.38 ผลลัพธ์ครอบคลุมมิติเศรษฐกิจ สังคม สิ่งแวดล้อม และวัฒนธรรม สะท้อนถึงการใช้ความรู้ด้านต้นทุนและการผลิตอย่างมีเหตุผล การใช้ทรัพยากรอย่างพอประมาณ การสร้างภูมิคุ้มกันผ่านการรวมกลุ่ม และการธำรงอัตลักษณ์ภายใต้เงื่อนไขคุณธรรม ผลการทดสอบสมมติฐาน deadweight และ attribution ให้ค่า SROI อยู่ในช่วง 1.98 - 2.78 แสดงว่าข้อสรุปด้านความคุ้มค่ายังคงสอดคล้องกันในทุกกรณีทดสอบ
