การมีส่วนร่วมของสภาองค์กรชุมชนในกระบวนการวางแผนพัฒนาตำบล ศึกษากรณีตำบลหนองแซง อำเภอบ้านแฮด และตำบลบ้านหว้า อำเภอเมือง จังหวัดขอนแก่น; The Approaches for Development of Participation of Community Organization Council for Development Planning Formulation

Abstract

การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อศึกษาเปรียบเทียบสภาพการมีส่วนร่วมของสภาองค์กรชุมชนในกระบวนการจัดทำแผนพัฒนาตำบลหนองแซง อำเภอบ้านแฮด และตำบลบ้านหว้า อำเภอเมือง จังหวัดขอนแก่น หาปัจจัยที่ส่งผลต่อการมีส่วนร่วมนำมาสู่แนวทางพัฒนาการมีส่วนร่วมของสภาองค์กรชุมชนในกระบวนการจัดทำแผนพัฒนาตำบล ด้วยเทคนิคการวิจัยเชิงคุณภาพโดยใช้การสัมภาษณ์เชิงลึกกับกลุ่มผู้ให้ข้อมูลสำคัญจำนวน 14 คนและการสังเกตแบบไม่มีส่วนร่วมในการประชาคมหมู่บ้าน นำมาวิเคราะห์เนื้อหาเพื่อสร้างหน่วยความหมายแล้วจึงวิเคราะห์ข้อมูลในเชิงพรรณาและอธิบาย ผลการศึกษาพบว่า สภาองค์กรชุมชนตำบลหนองแซงมีส่วนร่วมในกระบวนการจัดทำแผนพัฒนาตำบลมากกว่าสภาองค์กรชุมชนบ้านหว้า ซึ่งช่องทางการมีส่วนร่วม ทัศนคติของผู้นำ ความสัมพันธ์ระหว่างองค์กร และบทบาทของสภาองค์กรชุมชนเป็นปัจจัยที่ส่งผลต่อการมีส่วนร่วม ดังนั้นควรเพิ่มช่องทางการประชาสัมพันธ์ สร้างความเข้าใจในบทบาทของสภาองค์กรชุมชนแก่องค์การบริหารส่วนตำบล และตัวแทนสภาองค์กรชุมชนควรได้รับการแต่งตั้งเป็นคณะกรรมการพัฒนาท้องถิ่นและหรือคณะกรรมการสนับสนุนการจัดทำแผนพัฒนาท้องถิ่น ส่วนสภาองค์กรชุมชนเองควรมีบทบาทหน้าที่ตามพระราชบัญญัติสภาองค์กรชุมชน พ.ศ.2551 อย่างต่อเนื่อง เพื่อให้สาธารณะได้รับรู้บทบาทและการมีอยู่ขององค์กร

The Approaches for Development of Participation of Community Organization Council for Development Planning Formulation:

A Case Study of Nongsang Tambon, Banhad District and Banwa Tambon, Muang District in KhonKaen

Abstract

The objectives of this research are: To study and compare the participation state of community organization council for development planning formulation of Nongsangtambon, Banhad district and Banwa tambon, Muang district in KhonKaen. To find factors that have an effect on participation of community development. The methods of collecting data consist of adopting qualitative method by in-depth interview from 14 key informants and non-participation observation  from the village community for content analysis to build up unit of meaning, then apply descriptive analysis and explain. The study has found that Nongsang Community Organizations has more engaged in the procedure of Development planning formulation than Banwa community organization council. The factors that enhance a better participation within the community are the leaders’ attitudes, participation, relationship between the organizations and the roles of the community organization council. Therefore, publicizing method should be enhanced to develop the understanding for the Subdistrict Administrative Organization of the roles of the community organization council. Also, the community organization council representative should be promoted to be a local development commission and/or a local development planning formulation commission. However, the community organization itself should follow its parts according to the Community Organization Council ACT 2008 continuously in order to develop the public acknowledgement and the organization existence.
