This article aims to study China’s foreign Policy ‘One Belt One Road’) and the phenomena in Nong khai, Udon Thani and Khon Kaen, Northeastern (ISAN) Thailand. This is a qualitative research which use units to analyze organizational and individual levels. The group of key informants were selected specifically by choosing from key informants from Nong Khai, Udon Thani, Khon Kaen that came from the President of the Chamber of Commerce, Vice-President of the Chamber of Commerce, businessmen, academics and 6 of government officials in the area. The researcher used in-depth interviews together with non-participant observation. The data collected between 14 December 2018 -17 January 2019. Data analysis using categorize data and content analysis for conclusion together with qualitative data obtained from in-depth interviews.
The results of the study can be described as follows: 1) The relationship of Chinese descendants, Thai people of Chinese descent in each province are the coordinators of the relationship between Thailand and China. 2) The landscape with the neighbor’s countries. The location of the Northeast, Thailand have borders with neighboring countries that make many Chinese can travel to Thailand easily. 3) Educational institutions, Confucius Institute, Khon Kaen University which is an independent organization that has been funded by Hanban, has a role in creating projects for the development of Chinese language and creating understanding of Chinese culture for educational institutions in Thailand and give a training of Chinese language and teaching Chinese culture For Thai students who will study in the technology of high speed train in China 4) Diplomacy, for the role of the Consulate General of the People's Republic of China in Khon Kaen has been involved with the level of state, level private companies and local people.
