Going Beyond Thai Democratic Development Trap through Democratic Political Culture Development : Towards more Sustainable New Path

บทคัดย่อ

บทความนี้ต้องการชี้ให้เห็นว่า   การพัฒนาประชาธิปไตยของไทยล้มเหลวมาโดยตลอด เนื่องจากยังขาดองค์ประกอบสำคัญซึ่งเป็นรากฐานของประชาธิปไตย  คือการสร้างวัฒนธรรมทางการเมืองแบบประชาธิปไตยหรือวัฒนธรรมแบบพลเมือง   ทำให้รากฐานของประชาธิปไตยไทยไม่แข็งแกร่งหนักแน่นพอ   ขณะที่วัฒนธรรมทางการเมืองแบบประชาธิปไตยจะเป็นเครื่องค้ำจุนระบอบการปกครองแบบประชาธิปไตยให้มีความมั่นคงและมีเสถียรภาพได้  จากข้อสรุปเช่นนี้การที่จะทำให้สังคมไทยเป็นประชาธิปไตยอย่างแท้จริงและมีเสถียรภาพได้หรือไม่นั้น  หาใช่ขึ้นอยู่กับการมีรูปแบบระบอบการเมืองการปกครอง มีการจัดโครงสร้างสถาบันทางการเมืองที่เป็นประชาธิปไตย มีการเลือกตั้ง และมีรัฐธรรมนูญที่เป็นประชาธิปไตยแต่เพียงเท่านั้นไม่   การเมืองไทยยังจมปลักและติดกับดักอยู่กับการร่างรัฐธรรมนูญฉบับใหม่ที่ไม่สามารถก้าวข้ามได้  วัฒนธรรมทางการเมืองแบบประชาธิปไตยเป็นสิ่งที่สามารถปลูกฝังหรือพัฒนาให้เกิดขึ้นได้หลายวิธีการด้วยกัน

Abstract

This article attempts to point out that Thai democratic development has constantly failed as a consequence of a lack of the principal elements of a democratic system which are the basic foundation of democracy-- creating a democratic political culture or civic culture.  Because of the lack of these elements,  the political foundation of Thailand is not  strong and secure  enough; whereas the democratic political culture supports and strengthens the security and the  stability of democracy. According to the above  assumption, transitioning Thai society to full democracy and stable one does not only depend on the following factors: the political system, structuring democratic political institutions, elections, and democratic constitution. Thai politics are currently stagnant and trapped by the drafting of the new constitution, which cannot be stepped over. Thus the democratic political culture can be instilled or developed by various means.
