กระบวนการพัฒนาผู้นำชุมชนเพื่อให้เข้าถึงตามปรัชญาของเศรษฐกิจพอเพียง : ศึกษา กรณีบ้านพุพระ หมู่ที่ 4 ตำบลหนองบัว อำเภอเมืองกาญจนบุรี จังหวัดกาญจนบุรี

Abstract

บทคัดย่อ

การวิจัย เรื่อง กระบวนการพัฒนาผู้นำชุมชนเพื่อให้เข้าถึงตามปรัชญาของเศรษฐกิจพอเพียง : ศึกษากรณีบ้าน พุพระ หมู่ที่ 4 ตำบลหนองบัว อำเภอเมืองกาญจนบุรี จังหวัดกาญจนบุรี มีวัตถุประสงค์ เพื่อ 1. ศึกษากระบวนการพัฒนาผู้นำชุมชนเพื่อให้เข้าถึงตามปรัชญาของเศรษฐกิจพอเพียง และ 2. เพื่อเสนอรูปแบบการพัฒนาผู้นำชุมชนเพื่อให้เข้าถึงตามปรัชญาของเศรษฐกิจพอเพียง  ประชากรที่ใช้ในการวิจัย ได้แก่ ผู้นำชุมชนแบบเป็นทางการของหมู่บ้านพุพระ หมู่ที่ 4 ตำบลหนองบัว จำนวน 15 คน การรวบรวมใช้แบบสัมภาษณ์ที่ผ่านการทดสอบความตรง (validity) และความเชื่อมั่น (reliability) แล้ว ผลการวิจัยพบว่า กระบวนการพัฒนาผู้นำชุมชนเพื่อให้เข้าถึงตามปรัชญาของเศรษฐกิจพอเพียง ได้แก่ การให้ความรู้เรื่อง ศีล สมาธิ และฝึกปฏิบัติสมาธิ การสืบสานวัฒนธรรมดั้งเดิมโดยการรับประทานอาหารร่วมกัน และการให้ความรู้เรื่องพืชสมุนไพรเพื่อดูแลสุขภาพ เป็นอันดับแรกสุด เพราะเมื่อผู้นำชุมชน มีคุณธรรม มีจริยธรรมที่ดีงาม เห็นคุณค่าของวัฒนธรรมพื้นบ้าน ภูมิปัญญาท้องถิ่น และรู้จักใช้ทรัพยากรในพื้นที่ให้เกิดประโยชน์ย่อมเป็นแบบอย่างที่ดีแก่ประชาชน และสามารถนำประชาชนในหมู่บ้านให้เข้าถึงตามปรัชญาของเศรษฐกิจพอเพียงได้  ส่วนรูปแบบการพัฒนา  ผู้นำชุมชนเพื่อให้เข้าถึงตามปรัชญาของเศรษฐกิจพอเพียงนั้น พบว่า  ประกอบด้วย 5 ส่วน คือ ส่วนที่ 1  การพัฒนาบุคลิกภาพ ประกอบด้วยการพัฒนาบุคลิกภาพภายในและการพัฒนาบุคลิกภาพภายนอก  ส่วนที่ 2  การพัฒนาความรู้เรื่องปรัชญาของเศรษฐกิจพอเพียงให้ชัดเจน  ส่วนที่ 3  การพัฒนาเจตคติที่ดี มีความเชื่อมั่น ศรัทธาต่อการปฏิบัติตามปรัชญาของเศรษฐกิจพอเพียง ส่วนที่ 4  การพัฒนาทักษะ หรือความชำนาญในการปฏิบัติตามปรัชญาของเศรษฐกิจพอเพียงให้เป็นแบบอย่างกับประชาชนในชุมชน และส่วนที่ 5  การพัฒนากระบวนการขับเคลื่อนกิจกรรมต่างๆ ที่มีความหลากหลายเพื่อให้เข้าถึงตามปรัชญาของเศรษฐกิจพอเพียง

ผู้วิจัยมีข้อเสนอแนะ 2 ส่วน คือ

1. ข้อเสนอแนะ  ที่ได้จากผลการวิจัย

1.1  เนื่องจากในกระบวนการวิจัย  ผู้วิจัยได้วิเคราะห์ข้อมูลแล้วนำเสนอโครงการต่างๆ เพื่อพัฒนาผู้นำชุมชนในเวทีประชาคมหมู่บ้าน แต่มติที่ประชุมปฏิเสธทุกโครงการเนื่องจากต้องการพัฒนาคุณธรรม จริยธรรมของผู้นำชุมชนก่อนเป็นอันดับแรก  ฉะนั้นผู้วิจัยจึงเสนอแนะว่าการทำงานพัฒนาชุมชนต้องยึดประชาชนเป็นหลักในการพัฒนา ตามหลัก “คำตอบอยู่ที่หมู่บ้าน” ไม่ใช่การนำสูตรสำเร็จของการพัฒนาจากบุคคลภายนอกชุมชนไปกำหนดให้ประชาชนในชุมชนคิดตาม ทำตามดังเช่นปัจจุบัน

1.2  เนื่องจากมติที่ประชุมเวทีประชาคมหมู่บ้านต้องการให้มีการจัดกิจกรรมรับประทานอาหารร่วมกัน ในลักษณะต่างคนต่างนำอาหารมาจากบ้านไม่ต้องใช้เงินงบประมาณของทางราชการ เพื่อสืบสานวัฒนธรรมดั้งเดิมของชุมชน ฉะนั้นผู้วิจัยจึงเสนอแนะว่า ไม่ควรใช้เงินเป็นตัวตั้งในการทำกิจกรรมต่างๆ  ตามปรัชญาของเศรษฐกิจพอเพียง แต่ให้ใช้ ทุนทางสังคม ซึ่งประกอบด้วยคน คือ การช่วยเหลือ  เกื้อกูล  แบ่งปัน  ช่วยเหลือกัน สถาบันสังคม  วัฒนธรรมท้องถิ่น  องค์ความรู้ของชุมชน  ทรัพยากรธรรมชาติ และสิ่งแวดล้อมในชุมชนนั้นๆ เป็นหลักเพื่อก่อให้เกิดความรู้สึกว่าเป็นพวกเดียวกัน

1.3  เนื่องจากผู้วิจัยได้เสนอโครงการต่างๆ ในการพัฒนาผู้นำชุมชน  แต่ถูกปฏิเสธ เพราะมติที่ประชุมต้องการพัฒนาคุณธรรม จริยธรรมของผู้นำชุมชนเป็นอันดับแรก เพื่อให้เข้าถึงตามปรัชญาของเศรษฐกิจพอเพียงก่อนที่จะนำประชาชนในหมู่บ้านพัฒนาตาม ฉะนั้น ผู้วิจัยจึงเสนอแนะว่า การพัฒนาผู้นำชุมชนต้องพัฒนาที่จิตใจก่อนเป็นอันดับแรกสุด โดยเน้นให้มีหลักศาสนาในการดำรงชีวิต ซึ่งตามศาสนาพุทธ ก็คือ การมีศีล และฝึกสมาธิให้จิตนิ่งจนสามารถเกิดการหยั่งรู้ (insight) ได้ด้วยตนเองเพื่อให้เกิดปัญญาในที่สุด มีความสงบเยือกเย็น  รู้จักให้  แบ่งปัน  ช่วยเหลือเกื้อกูลต่อผู้อื่นอย่างบริสุทธิ์ใจจนเป็นนิสัย

1.4  เนื่องจากในการพัฒนาคุณธรรม และจริยธรรมของผู้นำชุมชนต้องใช้ระยะเวลานาน ด้วยการให้ความรู้ สร้างความเข้าใจ และฝึกปฏิบัติด้วยตนเอง ฉะนั้นผู้วิจัยจึงเสนอแนะว่า การทำกิจกรรมต่างๆ ที่มีความหลากหลาย ตามปรัชญาของเศรษฐกิจพอเพียงทั้งในระดับบุคคล  กลุ่มคน  หน่วยงานภาครัฐบาล ภาคเอกชน  สโมสร  มูลนิธิในทุกระดับ  ต้องใช้ระยะเวลา ความอดทน การรอคอย ความมุ่งมั่น ความเพียรพยายามอย่างจริงจัง จึงจะประสบผลสำเร็จ

1.5  บุคคล หน่วยงาน องค์กร หน่วยงานภาครัฐบาลและภาคเอกชนในทุกระดับควรนำเสนอรูปแบบกระบวนการพัฒนาผู้นำชุมชนเพื่อให้เข้าถึงตามปรัชญาของเศรษฐกิจพอเพียงไปเผยแพร่ทางสื่อทุกรูปแบบ  และนำไปขยายผลการปฏิบัติในทุกพื้นที่อย่างจริงจังต่อไป

2.  ข้อเสนอแนะเพื่อการวิจัยต่อเนื่อง

2.1  ผู้สนใจควรศึกษากิจกรรมต่างๆ ที่เกิดขึ้นจากกระบวนการขับเคลื่อนของผู้นำชุมชน เพื่อให้เข้าถึงตามปรัชญาของเศรษฐกิจพอเพียงของบ้านพุพระ  อย่างต่อเนื่อง

2.2  ผู้สนใจควรศึกษาถึงกระบวนการขยายผลการนำความรู้เรื่องศีล สมาธิ และการฝึกปฏิบัติไปใช้ให้เกิดประโยชน์ต่อตนเอง และขยายผลต่อผู้อื่นของผู้นำชุมชนบ้านพุพระต่อไป
