การตัดสินใจทางการเมืองแบบวิถีประชาธิปไตย : แนวคิดและรูปแบบลักษณะ

บทคัดย่อ

            การเมืองในระบอบประชาธิปไตยเป็นการเมืองที่ให้ความสำคัญกับพลเมืองของรัฐเป็นหลัก ซึ่งมีฐานคติว่า อำนาจอธิปไตยเป็นของประชาชน ประชาชนเป็นผู้ใช้อำนาจอธิปไตย และอำนาจอธิปไตยที่ใช้ไปก็เพื่อผลประโยชน์สูงสุดของประชาชน สามหลักการดังกล่าวนำมาสู่การพิจารณากระบวนการตัดสินใจทางการเมืองของพลเมืองในระบอบประชาธิปไตย เพราะการตัดสินใจทางการเมืองมันมีความสัมพันธ์เกี่ยวโยงกับความเป็นเจ้าของอำนาจอธิปไตย รูปแบบและวิธีการใช้อำนาจอธิปไตย ตลอดจนผลประโยชน์หรือผลกระทบที่เกิดขึ้น อย่างไรก็ดีการตัดสินใจทางการเมืองที่เกิดขึ้นย่อมขึ้นอยู่กับพื้นฐานของอรรถประโยชน์ทางการเมือง ไม่ว่าจะอธิบายด้วยทฤษฎีปัจจัยกำหนด ทฤษฎีการแลกเปลี่ยน ทฤษฎีจิตวิทยา และ ทฤษฎีความสำนึกเชิงเหตุผล ผลของการตัดสินใจทางการเมืองที่ปรากฏออกมาสามารถสรุปโดยสังเขปเป็น 3 ลักษณะ ได้แก่ บทบาทผู้สังเกตการณ์ บทบาทผู้มีส่วนร่วม และ บทบาทความเป็นหุ้นส่วน รัฐในฐานะที่เป็นองค์กรกำหนดทิศทางของประเทศจำเป็นต้องพิจารณาประกอบการกำหนดนโยบายสาธารณะที่ต้องมุ่งทั้งการตอบสนองความต้องการของพลเมืองและการพัฒนาประเทศสู่ความเป็นเลิศอย่างยั่งยืน

 Abstract

            The democracy politics is importance to the citizens, which has an assumptions stating that the sovereignty is belong to the people, the people is the one who used the sovereignty, and the sovereignty used for the supreme benefit to the people. These lead to consider the political decisions of citizens in a democracy, because of it related with the owner of sovereignty, forms and methods of sovereignty as well as the benefits or consequences happened. However, the political decision happened is depended on the basis of the political utility whether it is explained by the deterministic theories, the exchange theory, the psychology theories and the consciously rational theories. Thus, the outcome of political decisions could be summarized briefly as three forms namely; the political observant, the political participant, and the political partnership. Therefore, state as organization directed the country need to consider assemble for making the public policy by focusing on responding to the demands of citizens and the country's development towards excellence and sustainability.
