การ “เสือก” ในบริบทเศรษฐศาสตร์: บทวิจารณ์ตลาดเสรีของนีโอคลาสสิค; The “Obtrusive Action” in Economic Context: the Critique of Neoclassical Free Market

Abstract

The “obtrusive action” in economic context can be loosely translated as an “intervention” on economic activities. This intervention is undesirable of free market because Neoclassical economists have a firm belief that price transmission mechanism of the free-market can allocate resources efficiently without state’s intervention. However, this paper discusses the case of free-market organization in the Prisoner of War Camp (P.O.W) during the Second World War in order to argue that the operation of free market does not always lead to desirable outcomes and that free market is not free from politics.  Also, the paper discusses Keynesian economics which has different epistemology to Neoclassical economics and justifies the economic intervention by using fiscal policy. 

บทคัดย่อ

          คำว่า “เสือก” ในบริบทของเศรษฐศาสตร์สามารถแปลอย่างไม่เคร่งครัดว่าเป็นการ “แทรกแซง” กิจกรรมทางเศรษฐกิจ ซึ่งถือเป็นกิจกรรมที่ไม่พึงประสงค์ของตลาดเสรี นั่นเพราะนักเศรษฐศาสตร์นีโอคลาสสิคมีความเชื่อหนักแน่นว่า กลไกส่งผ่านราคาของตลาดเสรีทำให้สามารถจัดสรรทรัพยากรได้อย่างมีประสิทธิภาพเมื่อไร้การแทรกแซงจากรัฐ อย่างไรก็ตาม บทความนี้อภิปรายตัวอย่างของการจัดการตลาดเสรีในค่ายขุมขังนักโทษ ในช่วงสงครามโลกครั้งที่ 2 เพื่อเสนอข้อโต้แย้งว่า ตลาดเสรีไม่จำเป็นต้องนำไปสู่ผลลัพธ์ที่น่าปรารถนาเสนอไป และแท้ที่จริงตลาดเสรีไม่ได้ปลอดซึ่งการเมือง อีกทั้งบทความนี้อภิปรายถึง เศรษฐศาสตร์แบบเคนส์ที่มีญานวิทยาต่างจากทฤษฎีนีโอคลาสสิค และเห็นสมควรถึงการแทรกแซงกิจกรรมทางเศรษฐกิจด้วยการใช้นโยบายการคลัง
