Guidelines for the development of Halal certification systems in the food industry to enhance the competitiveness of Thai entrepreneurs

Abstract

The objectives of this research were: 1) to examine the factors affecting the efficiency of the Halal certification system in the Thai food industry; 2) to analyze the problems and obstacles encountered by Thai entrepreneurs in the Halal certification process; and 3) to propose appropriate guidelines for developing the Halal certification system to enhance the competitive advantage of Thai entrepreneurs. This study adopted a qualitative research methodology.

         The sample group consisted of 20 key informants categorized into four groups: 1) 2 Islamic religious leaders; 2) 12 entrepreneurs in the Halal food industry with experience in Halal certification; 3) 3 experts or personnel from relevant certification agencies; and 4) 3 consumers, including both Thai Muslims and the general public. Data were collected through in-depth interviews and focus group discussions. The data were analyzed using content analysis and thematic analysis. In addition, frequency counting of recurring themes was employed as a supportive technique to enhance the interpretation and validation of qualitative findings, rather than as a primary quantitative method.

         The research findings revealed that: 1) current conditions still face obstacles regarding delays in the certification process and limited understanding of Halal standards among Small and Medium Enterprises (SMEs); 2) a key success factor for competitiveness is the integration of the Halal Assurance System (HAS) with international standard systems, which reduces redundancy and enhances global market confidence; and 3) the development guidelines for enhancing competitiveness comprise five critical dimensions: policy and regulatory improvement, integrated quality management, the adoption of digital technology for traceability, human resource capacity building, and the establishment of international cooperation networks. These elements are instrumental in strengthening the competitive edge of Thai entrepreneurs in the global Halal market.
