Needs for the 21st Century Capacity Development of Teachers in Schools Under UbonRatchathani Primary Educational Service Area Office 5

Abstract

This research aimed to 1) study  needs of the 21st century capacity development of teachers in schools under the jurisdiction of the Office of Ubon Ratchathani Primary Education Service Area 5, 2) compare the needs of the 21st century capacity development of teachers in schools under the jurisdiction of the Office of Ubon Ratchathani Primary Education Service Area 5, classified by status, school size, and 3) investigate guidelines for the development of  the 21st century capacities  of teachers in schools under the jurisdiction of the Office of Ubon Ratchathani Primary Education Service Area 5. The sample consisted of  320 teachers. The research instrument was a was a questionnaire of 30 items, with the congruence index values between  0.67-1.00, the discrimination value between 0.50-0.79, and the reliability value of .97.  Statistics used in this stage included frequency, percentage, mean and standard deviation.  The inferential statistics were t-test, and One- Way ANOVA. The sample consisted  20  teachers  using an interviewed. with the congruence index values between 0.67-1.00. Content analysis and descriptive report were used. 

          The results were as follows:

  1. The needs for the development of 21st century capacities for teachers were perceive as high. When in considering in individual aspects, also were rated as high.
  2. The comparison of the needs for the development of 21st century capacities for teachers, classified by status, both as a whole and individual aspect found no significantly different. When classified by school sizes, as a whole, revealed no significant different, but in individual aspects found that the aspect of Development of oneself and profession found to be statistically different at .05 level of significance, while the rests were not statistically significant.
  3. The guidelines for the development of the 21st century capacities of the teachers under the jurisdiction of the Office of Ubon Ratchathani Primary Education Service Area 5 could be summarized as follows. 1) Knowledge on the subjects, teachers should be developed on 8 subject group essentials, especially Thai Language and Foreign Language. 2) Language for Communication and Expression, teachers should be developed on language foundation for communication and expression in all areas of listening, speaking, reading, and writing, both Thai and Foreign Languages. 3) Learning Management, teachers should be developed on new teaching techniques that focused on learner center. 4) Using of Management Information and  Educational Innovation, teachers should be developed how to use technology to search for knowledge to produce updated instructional materials. 5) Measurement and Evaluation, teachers should be developed on the construction of authentic measurement and evaluation instruments to suit students’ performance. 6) Researches for Instructional Development, teachers should be developed on  knowledge and skills on research in instructional areas and all  groups, excellent, fair, and poor groups of students. 7) Leadership and Teamwork, teachers should be developed on transformational leadership in order to be able to co-work in all sort of situation, processing rational thinking skills, cooperative working with others. And 8), Development of Oneself and Professional, teachers should be developed on being life-long learning.
