Factors Influencing Self-Development of City Municipalities’ Officers in Eastern Region

The objectives of this research were to 1) study the level of organizational culture, quality of work life, job satisfaction, organizational climate, and personal development among municipal personnel in the eastern region, and 2) develop a causal model of personal development among municipal personnel in the eastern region. The sample group consisted of 420 personnel working in the municipality offices in the eastern region. The adopted research instrument was a questionnaire with a 5-level gauge. The data were analyzed by using descriptive statistics and examined the structural validity of the causal relationship model by using the data analysis software package.
The research results can be concluded that 1) organizational culture in the aspects of supervisory control and participation at work was at the high level. Job satisfaction in the aspects of working conditions, acceptance, and management policy was at the high level. Organizational climate in the aspects of size and organizational structure was at the high level, while the aspect of redundancy of the work system was at the high level, the aspect of organizational goal was at the high level, the aspects of leadership style and the communication network were at the average level. Quality of work life in the aspects of fair remuneration, safety at work, career progression, and work-life balance was at
the high level, and; self-development levels physical and personality aspects, together with work and social aspects were all at the high level; 2) the causal relationship model is well-consistent with the empirical data. The relative Chi-square value is equivalent to 2.43. The Goodness of Fit Index (GFI) is equivalent to .940. The Adjusted Goodness of Fit Index (AGFI) is equivalent to .902. The Comparative Fit Index (CFI) is equivalent to .993. the Standardized Root Mean Square Residual (SRMR) is equivalent to .028. The Root Mean Square Error of Approximation (RMSEA) is equivalent to .059. The variables of job satisfaction, organizational climate, quality of work life, and organizational culture can explain the personal development at 98.5 percent.
