The study on political roles of local leaders towards local development in Ban Sing subdistrict, Photharam district, Ratchaburi province is a qualitative research. The objectives of this study were: 1) to study the political roles of local leaders in Ban Sing sub-district, Photharam district, Ratchaburi province, and 2) to study the condition of problems and guidelines for the development of political roles of local leaders in Ban Sing sub-district, Photharam district, Ratchaburi province. The interview was conducted on local leaders and people in Ban Sing subdistrict, Photharam district, Ratchaburi province by using purposive sampling classified by position and social status in which they composed of the mayor of Ban Sing subdistrict, 5 members of Ban Sing Subdistrict Council, local leaders who are the headmen from 9 villages, and another 2 local people, totaling of 17 people.
The results showed that political roles of local leaders in Ban Sing sub-district, Photharam district, Ratchaburi province consisted of 4 roles in 1) laying out policies on communications, transportation, roads, water sources, waterworks, electricity, and lighting, 2) performing municipal administration in accordance with the policy, 3) performing municipal administration in budgeting, and 4) being a representative of the people. For the problem condition concerning the political role of local leaders in Ban Sing subdistrict, Photharam district, Ratchaburi province, it is in the form of policy implementation that may not be carried out immediately. The solution to the problem consisted of budget preparation in the areas of communications, transportation, water resources, waterworks, electricity, and lighting. This can be accomplished by attending, listening, and proposing guidelines for action. There must be an appropriate budget allocation in accordance with the approved projects with clear and correct guidelines based on meeting agenda. Policy formulation should be in accordance with budgets and a development plan should be on the basis of long-term and continuous perspective.
