Problems and Managing Migrant Workers : During the Covid 19 Epidemic A Case Study in Bangkayaeng Subdistrict Municipality, Mueang Pathum Thani District, Pathum Thani Province
Abstract
The objectives of this research were: 1. To study the situation of migrant workers who come to work in Thailand at present, a case study of Bang Khayang Subdistrict Municipality. Mueang Pathum Thani District Pathum Thani Province 2. To study the problem of migrant workers during the Covid-19 epidemic, a case study of Bang Khayang Subdistrict Municipality Mueang Pathum Thani District Pathum Thani Province 3. To study the management of migrant workers during the COVID-19 epidemic, a case study of Bang Khayang Subdistrict Municipality Mueang Pathum Thani District Pathum Thani Province, and 4. Recommend guidelines for the management of migrant workers and screening to control the spread of COVID-19 affecting the entry of migrant workers in Thailand, A Case Study of Bang Khayang Subdistrict Municipality. Mueang Pathum Thani District Pathum Thani Province. The research was qualitative research. Data were collected by in-depth interviews with senior management. 20 operators, entrepreneurs, and foreign workers and analyzed the data in qualitative research. The results of the research found that 1. The situation of migrant workers who come to work in Thailand at present was: 1.1 Migrant workers working in Thailand have increased smuggling. 1.2 Migrant workers illegally. 1.3 Migrant workers because of cheap wages. 1.4 Human rights violations occur with migrant workers who enter illegally. 1.5 Relevant agencies play a role in migrant workers’ compliance with the law. 2. Problems of migrant workers during the Covid-19 epidemic include 2.1 Problems with crowded housing. and labor movement. 2.2 Arrest of foreign workers who enter illegally is quite problematic. 2.3 Crime problems often arise among foreign workers themselves. 3. Management of foreign workers during the Covid-19 epidemic, including 3.1 Policy on labor imports. 3.2 Laws and regulations were related. 3.3 Work permit issuance is still very costly. 3.4 Employees' performance lacks integration between departments. 3.5 Non-compliance with contracts employment. 4. Guidelines for the management of foreign workers and the screening and control of the spread of COVID-19, as follows: 4.1 The state had the policy to check the entry and exit of foreign workers. 4.2 There was a law to protect foreign workers. 4.3 Agencies that were responsible for ensuring the quality of life of migrant workers. 4.4 The agency was responsible for medical care. 4.5 Legal migrant workers receive protection for working conditions and wages.
