Abstract
This article has been written to answer the question why Japan needs to encourage more foreign students to study in Japan and encourage the Japanese students to study abroad. The study has relied on collecting the information about Japan’s Global Talent Development and its motivation after a long period of economic recession from the 1990’s, as well as projects related to student exchanges, such as Global 30, Top Global University, Tobitate! Study Abroad Initiative and Cool Japan, as samples of concrete projects of Global Talent. In conclusion, the study has found that the projects related to encouraging students to study abroad from/to Japan have the same motivation, which is to bring Japan back as a global leader in the globalized world.
