การท่องเที่ยวเชิงโลกาเทศาภิวัตน์ภายใต้กรอบความร่วมมือแม่โขงคงคา

บทคัดย่อ
การเข้ามาของสาธารณรัฐอินเดียในอนุภูมิภาคลุ่มน้ำโขงผ่านกรอบความร่วมมือแม่โขง-คงคา (Mekong-Ganga Cooperation) นั้น ความคาดหวังหนึ่งคือการพัฒนาและยกระดับการท่องเที่ยวระหว่างภูมิภาค โดยการนำแนวคิดเรื่องการท่องเที่ยวมาเชื่อมโยงกับความร่วมมือระหว่างประเทศนั้น นับเป็นเป็นส่วนหนึ่งของปรากฏการณ์โลกาเทศาภิวัตน์ (Glocalisation) บทความนี้จึงมุ่งศึกษาการท่องเที่ยวเชิงโลกาเทศาภิวัตน์ภายใต้กรอบความร่วมมือแม่โขงคงคา ผ่านการศึกษาวิจัยเอกสาร (Documentary Research) ที่เกี่ยวข้อง ใช้การทบทวนวรรณกรรมอย่างเป็นระบบ (Systematic Review) โดยกำหนดห้วงเวลาของการศึกษาค้นคว้าคือช่วงปีคริสตศักราช 2000 - 2021 จากการศึกษาพบว่าความร่วมมือที่สำคัญด้านการท่องเที่ยวของภูมิภาคประกอบไปด้วย ประการที่ 1 การส่งเสริมความร่วมมือผ่านกระบวนการเชิงสถาบัน ประการที่ 2 การสร้างการรับรู้เพื่อส่งเสริมการท่องเที่ยว ประการที่ 3 การส่งเสริมการท่องเที่ยวเชิงพระพุทธศาสนา ประการที่ 4 การส่งเสริมการศึกษาด้านการท่องเที่ยว และประการสุดท้าย ความเชื่อมโยงทางกายภาพเพื่อการท่องเที่ยว ทั้งนี้รูปแบบดังกล่าวเป็นส่วนหนี่งของปรากฏการณ์โลกาเทศาภิวัตน์เพราะชาติสมาชิกในกรอบความร่วมมือได้ผสมผสานระหว่างความเป็นท้องถิ่นและความเป็นสากลผ่านการประนีประนอม การปรับตัว และการเชื่อมโยงระหว่างกัน ก่อให้เกิดการเปลี่ยนแปลงทั้งเชิงมิติเศรษฐกิจ การเมือง และสังคม
