การนําหลักธรรมาภิบาลไปกําหนดเป็นนโยบายเพื่อการบริหารจัดการที่มีประสิทธิภาพในกองบัญชาการกองทัพไทย

Abstract

การวิจัยนี้มีวัตถุประสงค์เพื่อศึกษาสภาพการบริหารตามหลักธรรมาภิบาลในกองบัญชาการกองทัพไทย แนวทางพัฒนารูปแบบการบริหารตามหลักธรรมาภิบาลในกองบัญชาการกองทัพไทย และประเมินความเหมาะสมของ การนําหลักธรรมาภิบาลไปกําหนดเป็นนโยบายในกองบัญชาการกองทัพไทย โดยดําเนินการเป็น 3 ระยะคือ ระยะแรก เป็นการศึกษาสภาพการบริหารตามหลักธรรมาภิบาลในกองบัญชาการกองทัพไทย ด้วยการสัมภาษณ์ผู้บังคับหน่วย จํานวน 22 ท่าน ของหน่วยขึ้นตรงตามโครงสร้างการจัดของกองบัญชาการกองทัพไทย ระยะที่สอง เป็นการพัฒนาการนําหลักธรรมาภิบาลไปกําหนดเป็นนโยบายเพื่อการบริหารจัดการที่มีประสิทธิภาพในกองบัญชาการกองทัพไทย โดยผู้บังคับบัญชาชั้นสูง ยศ พลเอก จํานวน 15 ท่าน ด้วยเทคนิคเดลฟาย และระยะที่สาม เป็นการประเมินความเหมาะสมของรูปแบบการบริหารตามหลักธรรมาภิบาลในกองบัญชาการกองทัพไทยโดยผู้บังคับบัญชาระดับกรมซึ่งเป็นผู้บังคับหน่วย รองผู้บังคับหน่วย และผู้ช่วยผู้บังคับหน่วย จํานวน 66 ท่าน เครื่องมือที่ใช้ในการวิจัย ได้แก่ แบบสัมภาษณ์และแบบสอบถาม

ผลการศึกษา พบว่า การดําเนินงานของหน่วยตามนโยบายการกํากับดูแลองค์การที่ดี 4 ด้าน คือ 1) ด้านรัฐ สังคมและสิ่งแวดล้อม 2) ด้านผู้รับบริการและผู้มีส่วนได้ส่วนเสีย 3) ด้านองค์การและ 4) ด้านผู้ปฏิบัติงานล้วนมีความเหมาะสมสอดคลอ้งกบัหลกัธรรมาภิบาลทั้งหกหลัก คือ หลักนิติธรรม หลักคุณธรรม หลักความโปร่งใส หลักการมีส่วนร่วม หลักความรับผิดชอบและหลักความคุ้มค่าเกี่ยวกับความคิดเห็นถึงความเหมาะสมของในการนําหลักธรรมาภิบาลมาพัฒนาการบริหารจัดการให้มีประสิทธิภาพในกองบัญชาการกองทัพไทยนั้นอยู่ในระดับมากที่สุดและระดับมาก โดยเฉพาะเรื่องที่โดดเด่นแสดงให้เห็นถึงลักษณะเฉพาะของวงการทหารที่มักจะมีความคิดเห็นไปในทิศทางเดียวกันเป็นส่วนใหญ่นั่นคือ ความจงรักภักดี ซึ่งถือเป็นเครื่องบ่งชี้ถึงความเป็นปึกแผ่นของกองทัพไทยที่อาจดูแตกต่างไปจากองค์กรอื่นๆ

Application of the Principles of Good Governance to Policy Formulation for Management Effectiveness within the Royal Thai Armed Forces

The purpose of this research is to study the results of the application of the principles of good governance to the Royal Thai Armed Forces. The expected results include the management effectiveness, the manner in which the management procedures are developed, and the evaluation of the suitability of these principles for the formulation of policy in the Royal Thai Armed Forces. There are three steps in the application of these principles. The first step involves the application of the principles to enhance the management effectiveness in the Royal Thai Armed Forces. The effectiveness is evaluated by conducting interviews of 22 unit commanders in the Royal Thai Armed Forces. The second step focuses on the application of the principles of good governance to enhance the efficiency in formulating administrative policies in the Royal Thai Armed Forces. For this purpose the Delphi technique is used with 15 generals. The third step is the evaluation of the suitability of the principles of good governance for the development of management procedures by in the Royal Thai Armed Forces. The study relies on interviews of 66 Lieutenant Generals and Major Generals with discussion guides or questionnaires.

The study found that the principles of good governance have been applied in four policy areas, namely: 1) the state, society and the environment, 2) beneficiaries of services and stakeholders, 3) the organization, and 4) the operators. All six principles of good governance, i.e., the rule of law, the integrity principle, the transparency principle, the participation principle, the accountability principle, and the cost-effectiveness principle, have been applied and found to be compatible with the nature of work in all these policy areas. The high and highest opinion marks have been scored on the suitability of applying the principles of good governance to the Royal Thai Armed Forces, where opinions normally go in the same direction, especially in so far as this involves loyalty. This accounts for the existence of a high level of esprit de corps in the Royal Thai Armed Forces, and this makes them different from other organizations and agencies.
