This research article argues that the internal changes within Communist Party of China (CPC) and the relationship between the party and the state in Chinese politics during the 18th – 20th CPC Congresses are the results of the problems regarding Deng Xiaoping’s unfinished political institutionalization process, including the asymmetrical proportion of the political factions within the CPC, the governmental and state-owned enterprise reform, the uncontrollability of the central government towards the local ones, and the status of the People’s Liberation Army. For these reasons, the fifth generation of Chinese paramount leader has tried to solve the political difficulties as mentioned above. However, the solutions have unintentionally turned to be the deconstruction of the existing political institutions and brought about the new political standards, which are not settled yet.
