Global Governance through Indicators: A Case Study of the Circumstance, Decline, and Development of the Rule of Law and Good Governance in Thailand

Abstract

This research article aims to study the circumstance of the Rule of Law and Good Governance through the process of globalization, specifically by examining international institutions responsible for measuring and establishing 'indices' that reflect current situations and the development of the Rule of Law and Good Governance in Thailand. The findings indicate that the World Justice Project has reported a continuous decline in Thailand's Rule of Law score. Upon further analysis, it was found that 7 out of 8 indicators experienced a drop in scores. The issues leading to the deterioration of the Rule of Law and Good Governance include problems with data access and management, flaws in the justice process and limitations on government power, issues with legal frameworks and governmental adaptability, shortcomings in oversight and corruption prevention, and challenges in managing and developing public resources. Improvement the Rule of Law and Good Governance in Thailand, the study suggests two key areas of development. First, policy tools for the public sector should focus on creating an open government, fostering public sector innovation, implementing asset and interest disclosure systems, ensuring transparency in beneficial ownership, and enhancing information sharing and cooperation in combating tax-related crimes. Second, the role of public sector oversight institutions must be strengthened, including agencies tasked with fighting corruption, institutions responsible for financial oversight, and the justice system’s functioning.
