CONTROL MEASURES FOR PUBLIC INTOXICATION

Abstract
The damage caused by the influence of alcohol appears. For instance: drunk driving, drunk strife, assault. Those offenses originate from the consumption of alcoholic beverages. But drinking alcohol is not illegal. Drunkenness in public is the beginning of the damage. As the aforementioned, this thesis has focused on the public intoxication on the public arena. The methodology is analyzing the regulations under the Thai Laws. For instance: The Criminal Code, Section 378, concerning as the significant point on this thesis, including the Alcohol Control Act BE.2551. For more understanding and finding the solutions on the damage caused by the influence of consumption of the alcohol in the public, the foreign laws and regulations are brought up to analyze as well. The countries that have the concerning points on the legally drunkenness in public are brought up, including criminal theories in order to explain the appropriateness of establishing a public offense clause.
The expectation for this thesis is to improve the effectiveness of the law enforcement on the problem of intoxication of alcohol in the public and to prevent the damage caused to the society from the habitual offense.
