TAX AND FEES MEASURES TO MANAGE STRAY ANIMALS TO RESOLVE THE PROBLEMS IN THAILAND

Abstract

Nowadays, Thailand has a large number of stray animals. According to the survey of the Bureau of Control Prevention and treatment of animal diseases, The Department of Livestock Development found that there are more than one million stray which animals in Thailand. Thai government has spent more than 1,000 million baht a year to solving the problems of them, however the problems still exist. There are various legal incentives of the pet raising in Thailand. Each one of law has different purposes but there are not any law intended to control the pet raising. Subsequently, they can not control pet raising effectively including there are still no incentives of prevention and solving the problems of stray animals.

            According to the research of foreign laws found that there are tax incentives of pet raising apply in Netherlands and Switzerland. While New Zealand use the fee with them. In conclusion, all of them use the methods such as; fiscal, registrations, etc. to control pet raising and preventing pet abandon which lead to make more stray animals. May they assigned the local department to have duty by the law. In my point of views, tax incentives and fee should be apply for solving problems of stray animals in Thailand. I suggest to apply the register of pet and stray animals, pet fees, and any tax incentives to induce people who adopt stray animals.
