บทคัดย่อ
นโยบายสาธารณะถือว ่าเป็นแนวทางการด�ำเนินงานของภาครัฐบาลหรือหน ่วยงาน
เอกชนไม่แสวงหาก�ำไรและไม่สังกัดรัฐบาล ผสมผสานกันโดยรัฐบาลเป็นแกนน�ำในการก�ำหนด
นโยบายเพื่อจัดทรัพยากรต่างๆให้แก่พลเมืองโดยรวม การก�ำหนดนโยบายสาธารณะเป็นการ
ตัดสินใจวางแนวทางกว้าง ๆ ในการแก้ไขปัญหาหรือพัฒนาหรือการตอบสนองความต้องการ
สิ่งส�ำคัญคือการตัดสินใจว่าจะก�ำหนดนโยบายสาธารณะอย่างไรต้องอาศัยข้อมูลและใช้เทคนิค
และทฤษฎีช่วยตัดสินใจส�ำหรับขั้นตอนการก�ำหนดนโยบายได้แก่การระบุปัญหาการรวบรวม
ข้อมูลเกี่ยวกับปัญหาการวิเคราะห์ปัญหาก�ำหนดเป้าหมาย ก�ำหนดขอบเขตและกรอบของ
นโยบายการศึกษาข้อจ�ำกัดที่เกี่ยวข้องกับนโยบายการออกแบบทางเลือกนโยบายการวิเคราะห์
ทางเลือกการพิจารณาเปรียบเทียบทางเลือกการทดสอบทางเลือก การจัดท�ำร่างนโยบาย
เสนอแนะกลยุทธ์ในการด�ำเนินนโยบาย และการอนุมัติและประกาศเป็นนโยบายตามล�ำดับ
