Abstract

The New Public Service (NPS) Paradigm was new words being used in academic field a few decades ago thatis a Public Administration Theory replace the New Public Management (NPM) which greatly was criticized by the academician and the executive, it is seen damage more than good. The NPS was the management concept emphasizes the democratic values and the citizenship. There were 4 basic concepts assumptions; 1) Theories of Democratic Citizenship, 2) Models of Community and Civil Society, 3) Organizational Humanism and the New Public Administration, and (4) Postmodern Public Administration. And scope of NPS was 7 aspects namely; 1) Serve Citizens, not Customers, 2) Seek the Public Interest, 3) Value Citizenship over Entrepreneurship, 4) Think Strategically, Act Democratically, 5) Recognize that Accountability is Not Simple, 6) Serve Rather than Steer, and 7) Value People, not Just Productivity
