Community’s Participation with Effectiveness of Village and Urban Community Fund. Case Study : Nongbo Village, Tambon Nongbo, Muang Ubon Ratchathani District, Ubon Ratchathani Province

Abstract
The objectives of this research were to study community’s participation, effectiveness and problems of the Village and Urban Community Fund by using quantitative research method : The findings in this research were as follows : 1. Community’s Participation in the Village and Urban Community Fund were (1) understandings in the project were at a high level. This government’s loan project encouraged people to invest in order to stimulate the economy and brought maximum benefits within the community (2) acceptances of the project were at a high level. From getting the benefits in establishing the project and being satisfied the operations on monitoring the transparency to get higher
effectiveness (3) participations in the project were at a high level. By attending the meetings to get the project’s details, to vote for committees, to share opinions, to give essential details as well as to set up the interest rates of the loans and the deposits and (4) the supports of the public sector were at a high level. Such as : the public sector set regulations, The operations of the government were based on transparency and public officials took actions when corruptions occurred. 2. The effectiveness of the project were at a high level. From succeeding in managing funds to be working capital of the community and to be continued. 3. The problems of this project were mainly matters of the received loan amounts and duration of returning loan amounts were not consistent with the submitted project and the lacks of monitoring and evaluating from public sector.
