Research Way of Management Temporarily Permitted Area (Traditional Barrier) between Thailand and Laos Borders : Case Study of Ubon Ratchathani in Four Districts -

The research was studied of way of management on temporarily permitted area (Traditional Barrier) between Thailand and Laos borders : case study of Ubon Ratchathani in four districts.The study has the two important objectives ; they are: 1) the study of background of community on temporarily area.2)the study of a changing trends of community on temporarily area.The simple group consisted 27 numbers of citizen which selected by means of purposive sampling. The researching instrument was composed of interview; brain storming; dialogue and descriptive data analysis.                                                             The research was found as following : 1) a background and a people's way of life along the border was found that There were, any borders and way of life; actually,                        a necessaries to be associated with a relatives, connections and properly help each other;                 a natural depended living without a profit and a cultural and traditional heritage continually; a cultural, social, economic changes was affected a need of four factors to followed with                 a political, legal, social, cultural and relationship dimensions under controlled by state authorities. 2) the development of the temporarily permitted area became a border trade market was found that Ubon Ratchathani connected with a neighbors countries and many people walked and roaming; there were a developing necessary to become a border trade market to exported a consumer goods and a policing agreement cooperation for according to  a way of life of a local community and a generosity. 3) a process and area requirement on international mutual interest was found that there were,Thai’s government,a necessaries to determined and diagnoses by public, private and citizens sectors on a relationship with   a neighbors countries for building a trade and an investment to integrated in a development, relationship, ethnic swallowing, services and tourist,migration,environmental,dignity,public policy and an international rules respected dimensions respectively. 4)a determining measures to solve problems and border conditions was found that a security co- operations  the most importance by management In the resource allocation, separatism, terrorism, transnational crime, smuggling and cross-state workers with a good relationship and work together under the law. And 5) a roles and responsibilities of government, private and civil sectors in organizing and legislating for preventing a border area was found that an office of the national security council, ministry of the interior, ministry of finance, and Thai Royal Police to be educated a legal knowledge, order, rules and ministry notification in both countries for working together in security effectively and sustainably.
