Abstract

This article aims to study the development of the democratic process and the international community by integrating the concepts of deliberative democracy to strengthen the community. The study indicated that both of these, the international community and the deliberative democracy, can not happen without the cooperation between the government and the public ownership. Because of, each partner are complementary to each other so people are reflected problems  but the government led to analyze problems and find solutions. By the government has the legal, authority, budgets and government personnel as a troubleshooting tool while people are the criticism of the government as the beneficiary or the impact that “Is there the value of the resources which lost to the work of the government or not ? A success in solving the problems of the public sector is only a testament to the public eye.
