บทความฉบับนี้มุ่งเน้นวิเคราะห์ถึงอุปสรรคในการแก้ไขปัญหาสิ่งแวดล้อมระหว่างประเทศผ่านการวิเคราะห์ถึงลักษณะของปัญหาสิ่งแวดล้อมที่มีความเป็น “โศกนาฏกรรมของทรัพยากรร่วม” (Tragedy of the Commons) ในระดับระหว่างประเทศ มาซึ่งอุปสรรคของความร่วมมือด้านสิ่งแวดล้อมและการบังคับใช้มาตรการในการป้องกันและบรรเทาผลกระทบจากปัญหาความเปลี่ยนแปลงของสภาพภูมิอากาศในระดับระหว่างประเทศที่ไม่มีประสิทธิภาพ โดยผู้เขียนเสนอว่า นอกจากลักษณะของประเด็นสิ่งแวดล้อมที่มีความเป็นโศกนาฏกรรมของทรัพยากรร่วมแล้ว ความเหลื่อมล้ำระหว่างประเทศก็เป็นปัจจัยสำคัญที่ทำให้การจัดการด้านสิ่งแวดล้อมโลกเป็นไปได้ยากทั้งในด้านการผลักดันความร่วมมือด้านสิ่งแวดล้อมโลก และการบังคับใช้มาตรการด้านสิ่งแวดล้อมในระดับระหว่างประเทศ
