Policy Implementation Effectiveness of Elderly Allowance of Bang Krok Subdistrict Administrative Organization in Ban Laem District, Phetchaburi Province ประสิทธิผลการนำนโยบายเบี้ยยังชีพผู้สูงอายุไปปฏิบัติขององค์การบริหารส่วนตำบลบางครก อำเภอบ้านแหลม จังหวัดเพชรบุรี

Abstract

This research aimed to study: 1) the policy implementation effectiveness of elderly allowance of Bang Krok Sub-district Administrative Organization in Ban Laem District, Phetchaburi Province, 2) the factors with regard to the policy implementation of elderly allowance, and 3) the relationship of the factors in terms of the policy implementation effectiveness of elderly allowance. The sample consisted of 114 informants living in the area of  Bang Krok Sub-district Administrative Organization in Ban Laem District, Phetchaburi Province. The research instrument was a questionnaire. The statistics used for data analysis were percentage, mean, standard deviation, and linear regression analysis. The research results revealed that: 1. The policy implementation effectiveness of elderly allowance of Bang Krok Sub-district Administrative Organization in Ban Laem District, Phetchaburi Province was, overall and in each aspect, at a highest level. The two highest rated aspects were the distribution process of elderly allowance and the higher living standard of the elderly, respectively. 2. Overall and in each aspect, the factors of the policy implementation of elderly allowance were also at a highest level. The four highest rated factors were the attitude of workers, the resource policy, communications, and standards and policy objectives, respectively.  3. The factors in terms of the policy implementation of elderly allowance were significantly related to the policy implementation effectiveness of elderly allowance of Bang Krok Sub-district Administrative Organization in Ban Laem District, Phetchaburi Province at the 0.001 level. To consider each particular factor, the policies regarding standards and objectives were significantly related to the resource policy at the .01 level but the communication policy at the .001 level.
