Abstract

The objectives of the study were to investigate factors affecting public participation in mapping out a three-years development plan of Nong Plalai subdistrict administrative organization, Khao Yoi district, Phetchaburi province and to recommend some policy suggestions towards public participation in mapping out the three-years development plan. The subjects of the study were 138 people who were the representatives from the family in the area of Nong Plalai. The data collection used was a questionnaire. The statistical devices used were frequency, percentage, mean, standard derivation, Multiple Linear Regression, and content analysis.  The findings are as follows: 1) The overall rate of public participation in mapping out the three-years development plan of Nong Plalai subdistrict administrative organization, Khao Yoi district, Phetchaburi province was at the high level. 2) The important factors affecting the public participation in mapping out the three-years development plan were the public’s understanding towards the plan, community leaders, and local politics. These factors significantly affected the public participation at the level of .01. and 3) There are some policy suggestions that should be applied in mapping out the plan. The findings revealed that the people in the area should be familiar with regulation, relevant rules and laws about mapping the development plan by formal training. In addition, the responsible administrative organization should promote the importance of having a local organization which runs by public in order to enhance community leader’s potential and persuade their participation in mapping out the plan.
