Effectiveness of the Operation of Development Strategic Plan of Yasothon provincial ประสิทธิภาพการดำเนินงานตามแผนยุทธศาสตร์การพัฒนาจังหวัดยโสธร

Abstract

This study aimed to 1) investigate the effectiveness of the operation of the development strategic plan of Yasothon province, and 2) examine the problems and obstacles of the operation.The research instrument was a questionnaire. The samples were 400 samples consisting of government officials under 6 ministries of provincial administrations and local people. The data were analyzed using descriptive statistics including percentage, mean and standard deviation and correlation coefficient. The content analysis was also used to analyze the data. The results found that the effectiveness level of the operation of development strategic plan of Yasothon province in overall was at a moderate level. When considering each aspect, it was found that the most valuable aspects were the promotion of tourism, trading and investment and good governance in all sectors, followed by the promotion of safety agriculture and organic agriculture, raising the quality of life, the development of human to a society of learning and integrity and good culture, infrastructure development, security, peace and order, conservation, restoration and development of natural resources and the environment, and the local economic development, respectively. The factor affecting the effectiveness level of the operation of developmental strategic management of Yasothon province in overall was at a moderate level. When considering each aspect, it was found that the most valuable aspect was management, followed by technology, organizational structure, coordination and supply and budget, respectively. For the problems and obstacles of the operation, the results indicated that (1) the provincial development strategic administration lacked of the integration of various agencies and coordination, (2) the budget was insufficient, and (3)the government had adjusted the structure of many government agencies under the bureaucratic reform by abolish some government agencies, therefore, some newly established government agencies lacked of the readiness to perform their duties according to the mission.
