Measures on Perception Creation for the right of educational fund supporting for Persons with Disabilities from the Educational Supporting and Developing Fund for Persons with Disabilities

Abstract
This academic article focuses on present the rights of the person with disabilities under the Act of Education Providing for the Person with Disabilities B.E. 2551 which states that the persons with disability has rights for free education from birth or upon discovery of a disability for the rest of their lives. The Educational Supporting and Developing Fund for Persons with Disabilities has authority to consider the payment to support educational for persons with disabilities from the primary level to degree level. The intention of law is to protect the rights of persons with disabilities in education from deprivation by caused of disability. State desires to use the education for developing persons with disabilities to be a power for career opportunities which will be a self-reliant, but in the actual situation can be found that the persons with disabilities and their caregiver lack of access to such rights. Their perceptions are the educational expenses will be supported by the government only for the compulsory level or public educational institution. As a result, most of persons with disabilities lack of opportunities for education assessment for the intermediate and high level. Therefore, it is important for the measures on perception creation for rights of educational fund supporting for the persons with disabilities for all educational level which consistent with their specific requirements.
