The Guidelines for Promoting Welfare and Careers of the Elderly Club of Chom Sa At Municipality Moeiwadee District Roi Et Province

Abstract

         The objectives of the research article were 1) to study the operational problems of the elderly club of Chom Sa At Municipality Moeiwadee District Roi Et Province and 2) to study the guidelines for promoting welfare and careers of the elderly club, Chom Sa At Municipality Moeiwadee District Roi Et Province. This is a qualitative research with the data collection employed from documents, interviews and focus group discussion.

           The research findings found that : 1)problems related to the welfare of the elderly club of Chom Sa At municipality are problems regarding the lack of access to the appropriate social services, health services problems, lack of subsistence allowance from the government and the lack of welfare promoting a livelihood that is suitable for age. While the problems related to the careers of the elderly club of Chom Sa At municipality include the career is not suitable for the age, the career does not generate sufficient income for living costs, the lack of skills development, the lack of career paths, the lack of appropriate knowledge about careers, the lack of knowledge in improving the quality of careers, and elderly people have unlawful livelihood. 2)Chom Sa At Municipality had promotion of the elderly welfare in relation to careers  by founding the elderly club in order to create a gather of the elderly and drive workload through the elderly club. This found that the major problem of the elderly was the problem related to welfare and careers. The promotion of the welfare and careers of the elderly was divided into 2 forms, including (1)promotion of the welfare and mainstream careers which involved provision of welfare and careers by the government to the elderly according to public administration operated by Chom Sa At municipality such as health insurance and old-age pension allocation and  (2) promotion   of the welfare and subordinate careers which was monitored by the government through the subdistrict municipality with the purpose to link up and make a decision together with the community, with the supporting plan and project in order to promote the welfare and careers that meet the requirements and problem situations of the elderly in Chom Sa At subdistrict. There were 7 integrated aspects to promote the welfare and careers of the elderly, including promotion of (1)health and sanitation (2)education (3)habitation (4)the welfare directly related to the careers              (5)stability of incomes (6)recreation and (7)community service.
