INEQUALITY IN RECEIVING HEALTH CARE SERVICES OF PEOPLE IN THE NORTHEAST REGION

Abstract
This research article is aimed 1) to study about a condition when obtaining a health care insurance services of people living in the Northeast region, 2) and to study about the inequity and offer suggestions towards the health care insurance services of the people in the Northeast region. This research is a qualitative research. The researcher collected the data by retrieving and studying documents in line with interview, observation, and group discussion guidelines. After the data collection process, the data was analytically checked using John Rawls’ Theory of Justice and Michel Foucault’s biopower. The targeted people consisted of 30 individuals from those who received health care services, medical staff, and health workers who were related to the service in receiving health care insurance services of the people in a province in the northeast region. The data was descriptively analyzed.
The research result revealed that; 1. the rights on obtaining a health care insurance services of the Thai people consists of three principles, namely; 1) the medical benefit system of government officers and state enterprise employees, 2) Social Security Fund system, and 3) National Health Security Fund system. 2. While the inequity in receiving health care security services consists of three areas, namely; 1) the inequity in benefits, 2) the areas of Finance and Fiscal, and 3) the area of Services. The attempt to obtain the services and to protect the people’s rights in order to receive the heath security services of the people are not being mindfully regarded and problems are not raised for a proper solution.
