PUBLIC PARTICIPATION IN LOCAL DEVELOPMENT PLAN MAKING OF NONG KHON KWANG SUBDISTRICT MUNICIPALITY, MUEANG DISTRICT, UDON THANI PROVINCE

Abstract

The objectives of this research were 1) to study the level on participation of people in the local development plan making in the area of Nong Khon Kwang Subdistrict of Muang District in Udon Thani Province, 2) to compare the level on participation of people in the local development plan making in the area of Nong Khon Kwang Subdistrict of Muang District in Udon Thani Province by dividing on gender, age and educational level and 3) to study the guidelines on participation of people in the local development plan making in the area of Nong Khon Kwang Subdistrict of Muang District in Udon Thani Province. The samples using for study were 355 persons from the chiefs of families in Nong Khon Kwang Subdistrict of Muang District in Udon Thani Province. The instruments using for the study were 3 rating scales questionnaires. The statistics using for data analysis were descriptive statistics included mean, percentage and standard deviation. The estimating statistics included t-test and F-test.

The results of findings were as follows: 1) for overall on participation of people in the local development plan making was in high level. Considering on each point, it was founded that the highest level was on the meeting of people for joining on decision of important problems for communities. The next were on performance of lining the important problems on priority and the needs of communities. And, the least levels were on using of system of information for planning and estimation of local administrative organization and for overall of estimation for satisfaction of people on services. 2) the result of comparative analysis on participation of people for local development plan making of communities in the area of Nong Khon Kwang Subdistrict municipality in Muang District of Udon Thani Province by dividing on gender, age and educational level was not different. But the age and educational level were different from the level on participation of people for local development plan making of communities at the statistical significance for 0.05 level. 3) Guidelines for public participation in local development include: Encouraging people to participate in policy making and planning for economic and social development at both the national and local levels. Support public participation in political decisions Planning for economic and social development, including the provision of public services and public participation to examine the use of state power at all levels in the form of professional organizations or sectors.
