Scopus Indexing Evaluation and Enhanced Submission Guidelines

The editorial board of the Asian Political Science Review (APSR) would like to inform our contributors, readers, and the wider academic community about the outcome of our recent application for indexing in Scopus.

 

On July 13, 2024, APSR was submitted for evaluation by Scopus. We have now received the results of this evaluation. While APSR was not accepted for indexing at this time, we received valuable feedback from the Content Selection & Advisory Board (CSAB) regarding areas for improvement. Specifically, the CSAB has suggested improvements to citation performance, article quality, and the connection of our published work to international literature and debates. The CSAB has indicated that APSR may be resubmitted for consideration in February 2027. In light of this feedback and our commitment to enhancing the quality and international standing of APSR, the editorial board is implementing the following enhanced submission guidelines, effective immediately. These guidelines are designed to ensure that APSR is well-positioned for future consideration by Scopus and continues to serve as a valuable platform for scholarly research.

 

Revised Submission Guidelines:

To ensure the highest standards of quality and relevance, all submissions to APSR, particularly those intended for publication from this point forward, must adhere to the following criteria:

  1. Scope Adherence:Submissions must strictly align with the journal's scope, focusing on politics and public affairs Articles falling outside this scope will be immediately rejected, and authors will be notified with a recommendation of alternative Association of Legal & Political Studies (ALPS) journals that may be more suitable for their work.
  2. Length and Referencing:Articles must be at least 5,000 words in length and include a minimum of 15 references. At least one-third of these references must be to articles published in Scopus-indexed journals in relevant fields and/or on related topics. The "Conclusion and Discussion" section must clearly engage with and discuss these references.
  3. Academic Quality:Submissions must demonstrate a high level of academic rigor, presenting clear, compelling, and useful/applicable new insights. Articles should connect with and contribute to the broader body of knowledge, at least at the regional (Asian) level.
  4. Timely Revisions:Authors must complete all required revisions and receive final acceptance from the editorial board within one month of receiving the peer review results from at least three reviewers.

 

Consequences of Non-Compliance:

  • Scope Violations (Guideline 1):Articles that do not meet the scope requirements will be rejected by the Handling Editor in the initial screening stage.
  • Quality and Referencing Issues (Guidelines 2 & 3):Articles that do not meet the quality and referencing requirements will not be accepted for publication.
  • Revision Deadline (Guideline 4):If revisions are not completed within the one-month timeframe, the Handling Editor will reject the submission. Authors may resubmit the article for consideration but will be required to pay a resubmission fee of 3,000 THB (reduced from the standard 5,000 THB) at the time of resubmission. Upon acceptance, the standard publication fee of 5,000 THB will apply.

 

Rationale:

These policy changes are designed to:

  1. Strengthen the rigor of our review process and maintain high standards for published articles.
  2. Enhance the quality and international relevance of APSR, ensuring that our content contributes meaningfully to global scholarly conversations.
  3. Increase the rejection rate to more accurately reflect our commitment to quality and selectivity.

These changes reflect our commitment to improving the journal while maintaining our philosophy of providing opportunities for knowledge dissemination. We believe that these enhanced guidelines will help us achieve our goals and better serve the academic community.

  • Transition to a Continuous Article Publishing (CAP) Model

    The Association of Legal & Political Studies (ALPS) is pleased to announce a strategic enhancement to the publication framework across all our affiliated journals.

    Effective from the 2027 volume onwards, every journal under the ALPS umbrella will officially transition to a full Continuous Article Publishing (CAP) model. Under this system, the traditional publication of multiple discrete issues per year will be replaced by a single, continuous annual volume.

    To ensure rapid dissemination of scholarly work, all accepted manuscripts will be assigned a DOI and published online immediately after successful completion of peer review, acceptance, and final typesetting. Authors will no longer need to wait for a scheduled issue release, thereby accelerating the visibility, accessibility, and impact of their research.

    Each journal's Editorial Board will establish and announce an annual cut-off date to effectively manage the publication workflow for the given year. Manuscripts achieving final acceptance after this cut-off will automatically be published in the following year's volume.

    ALPS remains committed to advancing high-impact interdisciplinary research and continuously elevating our editorial operations to meet the highest international publishing standards.

  • Important Notice Regarding the Cut-off Date for Publication in Issue 2, 2026

    The Asian Political Science Review sincerely thanks you for the overwhelming interest and the high volume of quality submissions we have received.

    As we have successfully gathered a sufficient number of high-quality, accepted articles for our upcoming publication, the Editorial Board has decided to set a strict cut-off date. The final date for manuscript acceptance for publication in Issue 2, 2026, will be September 30, 2026.

    Please take note of the following important guidelines:

    • Future Publications: Any manuscript that successfully passes the review process and is officially accepted on or after October 1, 2026, will be scheduled for publication in Issue 1, 2027.
    • Articles Currently Under Review/Revision: Authors who are currently in the peer-review or revision stages and specifically wish to be published in the 2026 issue must expedite their revisions. Your manuscript must achieve final acceptance by the end of this month (September 30, 2026).
    • New Submissions: Similarly, prospective authors who have not yet submitted their work but intend to publish exclusively in the 2026 issue must also complete the entire submission and review process to achieve final acceptance before this deadline.

    This cut-off date is essential to give our editorial team enough time to organize, format, and publish Issue 2, 2026, on schedule. Timely publication is a critical requirement of Web of Science (WoS), and maintaining this standard is essential as our journal is currently undergoing the quality evaluation process for WoS indexing.

  • Integrating "Sustainability Relevance" into ALPS Publication Criteria

    The United Nations' 2030 Agenda for Sustainable Development calls upon the global community to “recognize that ending poverty and other deprivations must go hand-in-hand with strategies that improve health and education, reduce inequality, and spur economic growth – all while tackling climate change and working to preserve our oceans and forests.”

    As an academic institution and a responsible member of the global community, the Association of Legal & Political Studies (ALPS) is deeply committed to advancing these UN goals and indicators. Consequently, we are officially establishing "Sustainability Relevance" as a core quality evaluation criterion for all our publications.

    Moving forward, every article published across all ALPS journals must explicitly address issues related to sustainable development and contribute to a more sustainable future.

    To continuously elevate the transparency, academic rigor, and operational efficiency of the journal, Association of Legal & Political Studies (ALPS), in its capacity as the owner and primary publisher, has officially introduced the new Reviewer Guidelines and Manuscript Evaluation Criteria.

    These comprehensive frameworks have been established to achieve a dual purpose:

    • For Reviewers: To provide a structured and standardized benchmark, ensuring that all manuscript evaluations are executed in strict alignment with the journal's core editorial policies and quality standards.
    • For Authors: To offer a transparent roadmap that enables contributors to systematically prepare and align their manuscripts with the journal's specific expectations and evaluation metrics prior to submission.

    Additionally, ALPS has comprehensively updated the Article Evaluation Form to seamlessly integrate these refined criteria. Please be informed that this revised evaluation form will officially become effective for all peer-review workflows starting July 1, 2026, onwards.

  • Announcement on Comprehensive Policy Updates and the Elevation of Journal Standards

    Following our recent participation in the "Professional Thai Journal Editor Training Program" (Round 1) organized by the Thai-Journal Citation Index Centre (TCI) at Eastin Grand Hotel Sathorn on May 27–28, 2026, the journal is pleased to announce a series of strategic updates to our operational and editorial policies.

    These enhancements have been carefully implemented to align our journals with the highest international publishing standards and TCI guidelines. Our goal is to ensure maximum efficiency, uncompromised academic quality, and full readiness for upcoming national and international indexing evaluations.

    The Association has implemented the following key improvements, with specific effective dates as outlined below:

    1. Website and Structural Enhancements: To provide absolute clarity and transparency for authors and evaluators, our website—particularly the "About the Journal" section—has been comprehensively updated. This includes refining the journal’s Description, Aims, and Scopes; explicitly declaring our Gold Open Access publishing model; and permanently integrating our rigorous Journal Metrics and Turnaround Time directly into the main policy pages (previously available only via the website sidebar).
    2. Reinforcement of Publication Ethics: In strict adherence to the Committee on Publication Ethics (COPE), we have thoroughly revised our Publication Ethics and Malpractice Statement. We have introduced dedicated sections detailing the "Duties and Responsibilities of Publishers" and clear, systematic "Procedures for Dealing with Research Misconduct" to safeguard the integrity of the scholarly record.
    3. Financial Restructuring and Enhanced Author Services (Effective: July 1, 2026): Effective July 1, 2026, to further support our contributing authors, we will fully transition our publication fee model from the traditional Article Processing Charge (APC) to a transparent Page Charge (PC) model. Under this new cost structure:
    • Zero Fees for Rejected Manuscripts: No financial charges of any kind will be levied on articles that do not pass the peer-review process.
    • Professional Formatting Service: To alleviate the technical burden on authors, the Page Charge now comprehensively covers a new value-added service where our dedicated Production Editors will expertly format and typeset accepted manuscripts prior to final publication.

  • Updates to Publication Policies Regarding Conflicts of Interest Declarations for ALPS Journals

    Following constructive feedback and valuable recommendations from the Web of Science (WoS) during our recent journal evaluation process, the Association of Legal & Political Studies (ALPS) has conducted a comprehensive review and enhancement of the Publication Ethics and Malpractice Statement across all our affiliated journals.

    We are pleased to announce that our updated ethical guidelines remain fully aligned with the highest international standards set forth by WoS, the Committee on Publication Ethics (COPE), and the International Committee of Medical Journal Editors (ICMJE). These practices are clearly outlined on our websites and strictly adhered to throughout every stage of our editorial workflow.

    To further elevate the transparency and operations of ALPS journals to align with the standards of world-leading publications, the Association is introducing an additional supplementary policy on manuscript preparation. Authors are now requested to provide a specific statement in the Back Matter of their manuscripts concerning the following area, which will join our existing requirements for the Declaration of AI Use and Author Contributions:

    Declaration of Conflicts of Interest

    To maintain complete transparency and trust among authors, readers, reviewers, and editors, authors must explicitly declare any financial or personal relationships that could be viewed as inappropriately influencing the representation or interpretation of their reported research results. A conflict of interest is defined as any financial or non-financial interest within the past year (or older, if relevant) that might influence the research or its assessment.

    Authors must disclose all potential conflicts via the online submission system and include a summary statement in the Back Matter of the manuscript, placed immediately before the reference list, using the following formats:

    • If conflicts exist: "Conflicts of Interest: Author A has received research grants from Company A. Author B has received a speaker honorarium from Company X and owns stocks in Company Y. Author C has been involved as a consultant and expert witness for Company Z. Author D is the inventor of patent X."
    • If no conflicts exist: "Conflicts of Interest: The authors declare no conflicts of interest."

    (Note: Authors are also reminded to declare all financial support and funding sources in a dedicated "Acknowledgments" section immediately preceding the Conflicts of Interest statement.)

    Implementation Timeline

    Authors are encouraged to voluntarily include the "Conflicts of Interest" statement in their manuscript submissions, effective immediately. Please note that ALPS will make the inclusion of this statement—alongside the "Declaration of AI Use" and "Author Contributions" statements—a mandatory requirement for all manuscripts published starting from Issue 1 of the year 2027.

    Following the participation of our Editor-in-Chief and Managing Editor in the "Publication Ethics" training organized by the Thai-Journal Citation Index Centre (TCI) on May 8, 2026, at the Eastin Grand Hotel Sathorn, Bangkok, the Association of Legal & Political Studies (ALPS) has conducted a comprehensive review of our editorial practices across all nine of our affiliated journals.

    We are pleased to reaffirm that our current guidelines remain fully aligned with the standards set forth by TCI and other relevant regulatory bodies, including the Committee on Publication Ethics (COPE). These practices are clearly outlined on our websites and strictly adhered to throughout every stage of our editorial workflow.

    However, to further elevate the operations of ALPS journals to align with the standards of world-leading publications and to proactively accommodate future enhancements to TCI criteria, the Association is introducing supplementary policies on manuscript preparation. Authors are now requested to provide specific statements in the Back Matter of their manuscripts concerning two key areas:

    1. Declaration of AI Use

    Declaring the use of AI tools supports transparency and trust among authors, readers, reviewers, editors, and contributors, while facilitating compliance with the terms of use of the relevant AI applications. Authors must document their use of AI, including the name of the AI tool, the purpose of its use, and the extent of their oversight.

    • For AI used in manuscript preparation: Authors should include a statement such as, "The authors declare that Artificial Intelligence (AI) tools were used in the preparation of this manuscript only for [e.g., language editing / grammar correction / improving readability]. The authors take full responsibility for the content, interpretation, and conclusions of this work."
    • For research methodologies: If AI was utilized directly within the research process (e.g., data collection or analysis), it must be declared and described in detail within the Methods section, if relevant.
    • Exceptions: Basic checks for grammar, spelling, and punctuation do not require a declaration.
    • If no AI was used: Authors must explicitly state, "The authors declare that no AI tools were used in the preparation of this manuscript."

    2. Author Contributions

    To ensure accountability and appropriately recognize individual efforts, authorship must include only those who have contributed substantially to the work. Each author is expected to meet all of the following criteria:

    • Made substantial contributions to the conception or design of the work; or the acquisition, analysis, or interpretation of data; or the creation of new software used in the work; or have drafted the work or substantively revised it; AND
    • Approved the submitted version (and any version substantially edited by journal staff that involves the author’s contribution to the study); AND
    • Agrees to be personally accountable for their own contributions and for ensuring that questions related to the accuracy or integrity of any part of the work, even ones in which the author was not personally involved, are appropriately investigated, resolved, and documented in the literature.

    For research articles with multiple authors, a short paragraph specifying individual contributions must be provided in the Back Matter. We require the use of the Contributor Roles Taxonomy (CRediT) using the following format: "Conceptualization, X.X. and Y.Y.; Methodology, X.X.; Software, X.X.; Validation, X.X., Y.Y. and Z.Z.; Formal Analysis, X.X.; Investigation, X.X.; Resources, X.X.; Data Curation, X.X.; Writing – Original Draft Preparation, X.X.; Writing – Review & Editing, X.X.; Visualization, X.X.; Supervision, X.X.; Project Administration, X.X.; Funding Acquisition, Y.Y."

    The Editorial Board of the Asian Political Science Review would like to express our sincere gratitude for the overwhelming interest and continuous support from our contributing authors.

    Currently, the upcoming Issue 1 (January–June) of 2026 has already exceeded the minimum required quota of accepted articles. Concurrently, a substantial number of manuscripts are still undergoing peer review and author revisions.

    To ensure the efficient editorial management of all manuscripts and to guarantee the timely publication of the upcoming issue, the Editorial Board has established an official cut-off date for Issue 1, 2026. Please be advised of the following publication scheduling guidelines:

    • Cut-off Date for Issue 1: To be included in Issue 1 (January–June) 2026, a manuscript must receive an official acceptance from the Editorial Board no later than May 11, 2026.
    • Rollover to Issue 2: Any manuscript that is officially accepted on or after May 12, 2026, will be automatically scheduled for publication in Issue 2 (July–December) 2026.

     

    Continuous Submissions and Rapid Publication Policy

    Please note that the journal continues to accept new manuscript submissions year-round. We remain deeply committed to our policy of rapid and efficient publication. It is our standard practice to assign an article to the issue corresponding to its acceptance timeframe.

    To expedite the dissemination of your research, all accepted articles will immediately enter the production phase. Once the production and typesetting processes are finalized, the article will be published online immediately, ensuring that your work reaches the academic community as quickly as possible.

    Furthermore, to maintain editorial efficiency and ensure adherence to our publication schedule, the Editorial Board will announce specific cut-off dates in advance for each issue to keep authors and stakeholders informed. As a general guideline, the cut-off for Issue 1 (January–June) typically occurs in May, and for Issue 2 (July–December) in November. However, as exact dates may vary each year, authors and relevant parties are encouraged to monitor our official annual and issue-specific announcements for the most accurate information.

  • Comprehensive Update to Our Publication Ethics and Malpractice Statement

    The editorial board of the Asian Political Science Review (APSR) is pleased to announce a significant and comprehensive update to our Publication Ethics and Malpractice Statement, effective immediately.

    As a leading academic platform, we continually evaluate and elevate our standards to foster a rigorous, transparent, and trustworthy scholarly environment. This recent revision was driven by five primary objectives:

    1. Developing In-House, Tailored Ethical Guidelines: In direct alignment with the constructive recommendations from the Web of Science (WoS) Editorial Team, we have meticulously restructured our ethical guidelines. The WoS rightly emphasizes that "ethical guidelines should be owned by the journal/publisher in question (i.e., developed in-house) to demonstrate an understanding and ownership by the journal of its policies and processes." By synthesizing the core practices of the Committee on Publication Ethics (COPE) with our unique operational context, we have established a framework that authentically reflects our journal’s specific identity and accountability.
    2. Enhancing Journal Processes and Transparency: This updated statement formally integrates our latest procedural enhancements. It clearly outlines the operational mechanisms of our transparent Open Peer Review model through the Open Journal Systems (OJS). Additionally, it introduces the mandatory Author Self-Certification Form, which will now be required during the manuscript revision stage to guarantee uncompromising adherence to our formatting and ethical standards.
    3. Mandating Explicit Disclosures for Human and Animal Research: Commencing officially with the 2026 publication cycle, we are instituting a strict, mandatory requirement for all published articles to include explicit declarations regarding human and animal research subjects. Authors must rigorously adhere to international frameworks, such as the World Medical Association's Declaration of Helsinki and the ARRIVE guidelines. Moving forward, every manuscript must clearly document relevant ethical committee approvals, Institutional Review Board (IRB) numbers, and informed consent procedures, or explicitly state if such ethical clearances are not applicable to their specific study design.
    4. Addressing Rapid Technological Advancements: We recognize the profound and rapid advancements in contemporary technology, particularly the emergence of Generative Artificial Intelligence (AI) and Large Language Models (LLMs). To proactively address the complex ethical implications these tools pose to academic publishing, we have introduced a dedicated, robust policy section governing the permissible uses of AI, ensuring that human accountability and research integrity remain paramount.
    5. Aligning with Database Indexing Standards: To ensure our operations meet the highest echelons of global publishing, this update integrates the rigorous ethical criteria of leading academic databases. As a specific operational requirement, our ethical oversight strictly complies with the standards of the Thai Journal Citation Index (TCI), the national database where APSR is currently indexed.   • Mandatory Submission of "Author Self-Certification Form" for All Revised Manuscripts

    To enhance the efficiency of our editorial process and to expedite the publication timeline for all authors, the Association of Legal and Political Studies (ALPS) hereby announces a new mandatory requirement for the submission of Revised Manuscripts, effective from February 5, 2026.

    1. The New Requirement: Authors submitting a revised version of their manuscript MUST complete, sign, and upload the “Author Self-Certification Form for Revised Manuscript Submission” as a “Supplementary File” in the online submission system alongside their revised article.

    2. Objective – Fast-Track Processing (3 Business Days): The purpose of this requirement is to rely on the author's self-verification regarding structural formats, reference standards, and ethical compliance. This will allow the Editorial Office to significantly reduce the initial screening time.
    • Our Commitment: For submissions accompanied by a properly completed form, the Editorial Board commits to processing the revised manuscript and issuing a decision (e.g., Acceptance Letter) within 3 business days.

    3. Policy on Non-Compliance:
    • Incomplete Submission: Any revised manuscript submitted without the attached "Author Self-Certification Form" will be deemed "Incomplete."
    • Action: The Editorial Board will NOT proceed with the review or acceptance process for such submissions until the required form is uploaded.

    4. Post-Acceptance Verification (30-Day Audit): While the initial acceptance may be expedited based on the author’s certification, the Editorial Board reserves the right to conduct a detailed verification of the manuscript within 30 days of issuing the Acceptance Letter.
    • If it is discovered that the author failed to comply with the conditions certified in the form (e.g., incorrect formatting, failure to address reviewers' comments, or use of Generative AI), the Editorial Board reserves the right to revoke the acceptance and proceed with necessary actions as stipulated in the Self-Certification Form.

  • Announcement of Reviewers Recognized for "Excellence in Reviewing" (Year 2025) under the TCI Reviewer Recognition and Certificate (RRC) System

    The Thai-Journal Citation Index Centre (TCI) has developed the Reviewer Recognition and Certificate (RRC) system to elevate the quality assessment of Thai academic journals to meet international standards. This initiative aims to acknowledge reviewers who demonstrate exceptional dedication and high-quality contributions to the peer-review process.

    Under this scheme, the Editor-in-Chief of each participating journal is tasked with nominating five reviewers who demonstrate "Excellence in Reviewing" for the year 2025 to receive this official recognition.

  • Important Announcement from the President of the Association of Legal & Political Studies (ALPS)

    In light of the recent announcement by the Civil Service Commission in Higher Education Institutions (CSCHE) dated October 29, 2025, regarding the criteria and procedures for appointing individuals to academic positions (Assistant Professor, Associate Professor, and Professor) (No. 3) B.E. 2568 (2025), which amends the previous announcement of B.E. 2564 (2021), we are updating our peer review policy for all journals published by ALPS.

     

    The new CSCHE announcement requires that articles published in national academic journals must be in journals listed in TCI Group 1 or Group 2 databases and must undergo peer review by at least two experts from various institutions in the relevant field or related fields before publication.

     

    To align with these requirements and enhance efficiency, ALPS is modifying its peer review policy for all journal submissions effective January 1, 2026, as follows:

    1. The minimum number of peer reviewers will be reduced from three to two.

    2. By default, the editorial board will arrange for two peer reviewers to evaluate each submission.

    3. A third reviewer (or more) may be involved if deemed necessary or if additional expert opinions are required.

    4. Authors may submit a written request to the editorial board for their article to be reviewed by three peer reviewers if they feel it is necessary. However, the editorial board reserves the right to consider such requests on a case-by-case basis.

     

    We believe these changes will streamline our review process while maintaining the high standards of academic rigor expected in our publications.

  • 2025 Publication Cut-Off Dates and New Requirements for 2026 Submissions

    The Association of Legal & Political Studies hereby announces the following policies regarding article submissions, publication cut-off dates for 2025, and new requirements for 2026 publications for all journals under our association:

     

    1) Closure of Submissions for No. 2 Issues

    Submissions for No. 2 issues of all established journals for the year 2025 are now closed. Exceptions apply to newly launched journals in 2025 (TSTHR, TMSR, and TACR), which will close submissions upon reaching 10 articles.

     

    2) Publication Schedule and Cut-off Dates

    2.1) Articles officially accepted by October 31, 2025: To be published in No. 2 issues of 2025.

    2.2) Articles officially accepted from November 1, 2025 onwards: To be published in No. 1 issues of 2026 or later.

     

    3) New Requirements for 2026 Publications

    For all articles to be published in 2026 editions, including those currently under review and not accepted by October 31, 2025, as well as new submissions involving human participants:

    3.1) Ethics in Human Research:

    3.1.1) Articles must include a section on "Ethics in Human Research" under the Research Method. This section should provide detailed information about the ethical approval obtained, including the name of the ethics committee or institutional review board, approval document number, and validity period. Authors must also describe key measures taken to protect participants' rights in accordance with approved ethical guidelines, such as informed consent procedures, confidentiality and data protection measures, and any specific safeguards for vulnerable populations if applicable.

    3.1.2) If ethical approval was not sought, a section on "Protection of Research Participants" must be included under the Research Method.

    3.2) Language Requirements for Thai Articles:

    3.2.1) All figures and tables must have English titles and captions.

    3.2.2) In-text citations and references must be in English only. (Thai and other non-English sources must be translated to English)

    These new requirements apply to both articles currently under review and new submissions for 2026 publications.

  • Official Statement on the Use of AI and Ethical Referencing Practices

    The Association of Legal & Political Studies (ALPS), as the owner and publisher of the Asian Political Science Review (APSR), emphasizes the importance of maintaining academic integrity across all its publications.

     

    In accordance with the guidelines established by reputable international scholarly and professional organizations such as the Committee on Publication Ethics (COPE), the World Association of Medical Editors (WAME), and the Journal of the American Medical Association (JAMA) Network, the editorial board of ALPS has identified irregularities in the references of certain manuscripts submitted for publication. These irregularities raise concerns about potential violations of ethical standards and our journal policies, possibly resulting from the inappropriate use of AI tools.

     

    Therefore, ALPS issues the following guidelines:

    1) Authors suspected of engaging in unethical practices related to AI or reference integrity will be given an opportunity to clarify the circumstances surrounding the irregularities.

    2) If the explanation is sincere and demonstrates unintentional error, authors will be allowed to correct the issues before proceeding further with the publication process.

    3) If the explanation is unsatisfactory or indicates deliberate misconduct, the submission will be rejected, and the authors will be subject to our blacklisting policy.

     

    For articles that have bypassed the review process or have already been published, ALPS reserves the right to retract such articles retroactively in order to uphold the scholarly standards and integrity of our publications. Additionally, notifications will be sent to the respective academic institutions regarding any misconduct to ensure proper oversight.

    The Asian Political Science Review is pleased to announce an update to our manuscript revision policy, effective immediately. This change aims to streamline our review process and ensure the highest quality of published research.

    Key Points of the New Policy:

    1. Authors will have a maximum of three opportunities to revise their manuscript:
      • Initial submission
      • First revision
      • Two additional revision opportunities (if necessary)
    2. If the manuscript does not meet our publication standards after these three revisions, it will be rejected.
    3. Rejected manuscripts may be substantially revised and resubmitted as new submissions.
    4. The editorial team may assign the same reviewers to resubmitted manuscripts for consistency.

    Process Example:

    • Initial Submission → Revise
    • 1st Revision → Not Accepted → 1st Additional Revision
    • 2nd Revision → Not Accepted → 2nd and Final Revision

    This initiative is designed to remove financial barriers that may prevent researchers from outside of Thailand from publishing their work in APSR. By waiving the APC for international authors during this period, we aim to:

    • Broaden the scope of research on Asian politics:We aim to include a wider range of perspectives and experiences on political systems, institutions, and processes across the Asian region.
    • Support emerging scholars and researchers in developing countries:We seek to enable researchers facing financial constraints to share their valuable findings and contribute to the global understanding of Asian politics.

    While initial evaluations did not result in immediate acceptance for all journals, ALPS received highly positive and constructive feedback from both database providers. The feedback emphasized a few key areas for improvement, which ALPS has diligently addressed across its journal portfolio.

    These areas primarily concern further strengthening the quality of published articles, enhancing the international scope of cited literature, and more explicitly connecting articles to global scholarly debates within each journal's respective field.

    To meet these requirements and to elevate all ALPS journals to a new level of international excellence, ALPS is implementing the following enhancements:

    • Website Updates:We have thoroughly updated key information on each journal website, including the About the Journal, Publication Ethics and Malpractice Statement, and Instructions for Authors, aligning them with international best practices for scholarly publications.
    • Revised Review Form (Version 3):We are implementing Version 3 of our robust Article Evaluation Form, building upon the strengths of the previous version and incorporating specific recommendations from database evaluators. This enhanced form will enable reviewers to more effectively assess and guide submissions towards achieving higher quality and greater international relevance in their respective subject areas.

    These enhancements are designed to benefit all stakeholders:

    • Authors:The elevated standards will encourage authors to prepare higher-quality manuscripts, and the detailed feedback provided through the revised review process will facilitate significant improvements to accepted articles.

  • Asian Political Science Review – Web of Science Indexing Application Update

    The Association of Legal & Political Studies (ALPS) wishes to inform its stakeholders of an update regarding the application of the Asian Political Science Review (APSR) for inclusion in the Web of Science (WoS).

    APSR was initially submitted for WoS indexing consideration on July 30, 2024. Recently, ALPS received notification that APSR has not passed the Web of Science Editorial Triage step. The Web of Science Editorial Team identified the following areas for improvement:

    1. Website Functionality/Journal Format: The journal website lacked a direct link to the Association of Legal & Political Studies (ALPS), the publisher. To ensure transparency, the inclusion of this link was deemed necessary. Additionally, the available ThaiJO user manuals for authors and reviewers were only available in Thai, while the journal publishes in English.
    2. Presence of Ethics Statement: The existing Publication Ethics statement was considered to overlap with those of other publishers (e.g., Elsevier). A revised, in-house developed statement was recommended to demonstrate the journal's understanding and ownership of its policies and processes. Furthermore, citations to external guidelines (e.g., COPE, WAME, etc.) required direct links to the referenced documents.

    In response to this feedback, ALPS has implemented the following revisions to the APSR website:

    1. A direct link to the ALPS website (as well as to White Tiger Legal Business and Research Consultants Co., Ltd., the Co-publisher) has been added to the "Ownership and Management" section of the "About the Journal" page.
    2. Given the absence of official English-language ThaiJO user manuals for authors and reviewers, the link to the Thai-language ThaiJO manual has been replaced with a link to the English-language Open Journal Systems (OJS) documentation provided by the Public Knowledge Project (PKP) of Simon Fraser University, from which the ThaiJO manual was translated.
    3. The Publication Ethics and Malpractice Statement has been entirely rewritten, drawing from the journal's existing policies and practices, with updated information and comprehensive citations and links to relevant resources.

  • Scopus Indexing Evaluation and Enhanced Submission Guidelines

    The editorial board of the Asian Political Science Review (APSR) would like to inform our contributors, readers, and the wider academic community about the outcome of our recent application for indexing in Scopus.

     

    On July 13, 2024, APSR was submitted for evaluation by Scopus. We have now received the results of this evaluation. While APSR was not accepted for indexing at this time, we received valuable feedback from the Content Selection & Advisory Board (CSAB) regarding areas for improvement. Specifically, the CSAB has suggested improvements to citation performance, article quality, and the connection of our published work to international literature and debates. The CSAB has indicated that APSR may be resubmitted for consideration in February 2027. In light of this feedback and our commitment to enhancing the quality and international standing of APSR, the editorial board is implementing the following enhanced submission guidelines, effective immediately. These guidelines are designed to ensure that APSR is well-positioned for future consideration by Scopus and continues to serve as a valuable platform for scholarly research.

     

    Revised Submission Guidelines:

    To ensure the highest standards of quality and relevance, all submissions to APSR, particularly those intended for publication from this point forward, must adhere to the following criteria:

    1. Scope Adherence:Submissions must strictly align with the journal's scope, focusing on politics and public affairs Articles falling outside this scope will be immediately rejected, and authors will be notified with a recommendation of alternative Association of Legal & Political Studies (ALPS) journals that may be more suitable for their work.
    2. Length and Referencing:Articles must be at least 5,000 words in length and include a minimum of 15 references. At least one-third of these references must be to articles published in Scopus-indexed journals in relevant fields and/or on related topics. The "Conclusion and Discussion" section must clearly engage with and discuss these references.
    3. Academic Quality:Submissions must demonstrate a high level of academic rigor, presenting clear, compelling, and useful/applicable new insights. Articles should connect with and contribute to the broader body of knowledge, at least at the regional (Asian) level.
    4. Timely Revisions:Authors must complete all required revisions and receive final acceptance from the editorial board within one month of receiving the peer review results from at least three reviewers.

     

    Consequences of Non-Compliance:

    • Scope Violations (Guideline 1):Articles that do not meet the scope requirements will be rejected by the Handling Editor in the initial screening stage.
    • Quality and Referencing Issues (Guidelines 2 & 3):Articles that do not meet the quality and referencing requirements will not be accepted for publication.
    • Revision Deadline (Guideline 4):If revisions are not completed within the one-month timeframe, the Handling Editor will reject the submission. Authors may resubmit the article for consideration but will be required to pay a resubmission fee of 3,000 THB (reduced from the standard 5,000 THB) at the time of resubmission. Upon acceptance, the standard publication fee of 5,000 THB will apply.

     

    Rationale:

    These policy changes are designed to:

    1. Strengthen the rigor of our review process and maintain high standards for published articles.
    2. Enhance the quality and international relevance of APSR, ensuring that our content contributes meaningfully to global scholarly conversations.
    3. Increase the rejection rate to more accurately reflect our commitment to quality and selectivity.

    These changes reflect our commitment to improving the journal while maintaining our philosophy of providing opportunities for knowledge dissemination. We believe that these enhanced guidelines will help us achieve our goals and better serve the academic community.

  • Acceptance/Rejection Rates for 2024

    The acceptance/rejection rate serves as one of the most widely recognized indicators for assessing the quality of an academic journal. The editorial team of the Asian Political Science Review (APSR) acknowledges the necessity of transparency in journal publishing and has been gathering, analyzing, and disclosing this information since 2023. In the year 2024, a total of 24 articles were submitted for review, of which 18 were accepted for publication and 6 were rejected. Consequently, the acceptance rate for articles submitted to APSR in 2024 is 75.00%.

  • Enhancing the Quality of APSR by Clearly Identifying the Contribution and Novelty of Each Submitted Article

    The Asian Political Science Review (APSR) has been assessed and certified by the Thai Journal Citation Index Center for inclusion in the TCI database, categorizing it in Tier 1 (the highest tier) for the evaluation of journal quality within the TCI database, Round 5, effective from January 1, 2025, to December 31, 2029, the journal aims to elevate its quality further in preparation for assessment by international databases such as Scopus and WoS. The editorial board, therefore, requires that every article submitted for consideration for publication in APSR must clearly identify the "contribution" and "novelty" of each article in at least two sections: 1) at the end of the "Abstract" and 2) at the "Conclusion and Discussion" section. This should be presented as a narrative rather than as separate subheadings. Articles that do not comply with this requirement may be asked to make revisions before the editor assigns them for review by external reviewers. Furthermore, if, at the final stage, the editor-in-chief finds that the authors have not sufficiently addressed these elements, those articles may ultimately be rejected for publication in APSR. The judgment of the EIC shall be final, and authors will not be able to request a refund of the article processing charge.

    Asian Political Science Review values measuring the journal's quality by acknowledging and referencing articles published in the journal to expand the academic community's knowledge. Therefore, APSR monitors the number of times its articles are cited by articles published in journals indexed in national and international databases.

    In 2020-2023, articles published in APSR were cited in journals whose index in Scopus totaled 26 times, while APSR published 35 articles during the same period. Therefore, its CiteScore for 2023 is 0.74. As of December 31, 2024, the CiteScore tracker 2024 (Q4) will likely remain constant at 0.74.

    In 2022-2023, articles published in APSR were cited in journals whose index in TCI totaled 21 times, while ACSR published 21 articles during the same period. Therefore, its impact factor for 2023 is 1.00. As of December 31, 2024, the IF tracker 2024 (Q4) will likely decline to 0.72.

  • APSR 2024 Peer Review Metrics

    Submission to First Decision: Manuscripts are reviewed by the editorial team, assessed for quality by peer reviewers, and the editorial team sends the first decision back to the authors so that they can improve the quality according to suggestions (if any), including formatting as required by the journal. This takes approximately 31.68 days.

     

    First Decision to Acceptance: The authors have improved the quality of the manuscript according to the recommendations of reviewers, and formatted it as specified by the journal until it is complete and accurate according to the journal's standards, including being accepted for publication in approximately 21.21 days.

     

    Acceptance to Publication: The production process after the manuscript has been accepted and published takes approximately 10.63 days.

     

    The operational efficiency of APSR's editorial team in 2024 is much better than the previous year. The original time spent throughout the process from article submission to publication was 199.80 days, reduced to only 63.53 days. However, the editorial team is committed to reducing the time period to comply with the editorial team's policy that from article submission to acceptance should not take more than 45 days. The editorial team will try to gradually reduce the time period in the article review process by reviewers to no more than 28 days by 2025 and no more than 14 days by 2027.

  • Changing the article sorting format from “page numbers” to “article number”

    In order to accommodate the increasing volume of articles in the journals under the responsibility of the Association of Legal & Political Studies (ALPS), the association has decided to change the article sorting format of all journals (AISR, ACSR, APSR, AAMR, AELR, & TISR) from “page numbers” to “article number” as used in the case of Procedia of Multidisciplinary Research (PMR), starting from the first issue of 2025 onwards.

     

    The format of writing article citation information according to the format of the American Psychological Association (APA), 7th edition, is as follows:

    This is because the acceptance/rejection rate is one of the most popular indicators used to consider the quality of a journal. The Asian Political Science Review (APSR) editorial team recognizes the importance of transparency in journal publishing and has collected, analyzed, and disclosed such information starting in 2023 onwards. In the year 2023, there were 16 articles submitted for consideration. There were 13 articles accepted for publication. There were 3 rejected articles. Therefore, the APSR article acceptance rate for 2023 is equal to 81.25%.

  • Guidelines for detailing human research ethics in research articles

    According to the Association of Legal & Political Studies (ALPS), the Institutional Review Board (IRB) has been established to consider and approve human research ethics for the research projects of the association's researchers and external researchers. From now on, all research manuscripts that will be submitted to be considered for publication in the association's journals, research must be given importance and conducted in strict accordance with ethical standards for human research.

    All research articles involving human subjects should receive human research ethics approval from a human research ethics committee of a reputable agency. Those articles must include details of human research ethics certification, including the name of the certifying agency and committee and the certification number. For research articles that have not previously received human research ethics approval, detail the conditions for exemption from approval and the procedures the researcher has used to ensure that the research complies with the ethical standards of human research must be clearly stated. All these details, both in certified and non-certified cases, are set out in the Research Methodology section.

    The editors may consider and decide to reject any submissions that do not provide these details, especially those that may not comply with ethical standards for human research.

    Submission to First Decision: Manuscripts are reviewed by the editorial team, assessed for quality by peer reviewers, and the editorial team sends the first decision back to the authors so that they can improve the quality according to suggestions (if any), including formatting as required by the journal. This takes approximately 28.5 days.

    First Decision to Acceptance: The authors have improved the quality of the manuscript according to the recommendations of reviewers, and formatted it as specified by the journal until it is complete and accurate according to the journal's standards, including being accepted for publication in approximately 119.8 days.

    Acceptance to Publication: The production process after the manuscript has been accepted and published takes approximately 51.5 days.

    Although the operational efficiency of APSR's editorial team in 2023 is considered to have improved somewhat from the previous year, from the previous 246.50 days it took for the entire process from submission to publication, it decreased to 199.8 days. But it still doesn't meet the goal. The editorial team has therefore set a goal to reduce the time in the second step, from first decision to acceptance, to within 30 days only.

    First Decision to Acceptance: The authors have improved the quality of the manuscript according to the recommendations of reviewers, and formatted it as specified by the journal until it is complete and accurate according to the journal's standards, including being accepted for publication in approximately 24.92 days.

    Acceptance to Publication: The production process after the manuscript has been accepted and published takes approximately 48.58 days.

    APSR aims to improve the work process in the future to be more efficient, intending to reduce the time from submission to acceptance from 197.92 days in 2022 to within 45 days, in line with the editorial board's policy. The editorial team will try to improve the work process in the future to be more efficient by trying to expedite the consideration of articles by reviewers to no more than 28 days and the production process to no more than 30 days.

  • APSR indexed in TCI – Tier 1

    Asian Political Science Review already received the results of the quality assessment of the academic journals in the 4th round of the Thai-Journal Citation Index Centre (TCI) database.   • APSR will change its peer review model to open peer review in the second half of 2022:

    Perspectives on the peer review process have shifted from anonymity between authors and reviewers as a means of preventing bias to transparency to allow members of the academic community to jointly review the process. As a result, we found that many of the world's largest and most well-known publishers such as Springer Nature, Frontiers, MDPI, and BMJ have all switched their traditional review models to open peer review.

    Therefore, in order to make the article quality assessment process of APSR more efficient, we have decided to change the peer review model of articles submitted for publication in our journal to open peer review from Vol. 6 No. 2 (July-December 2022) onwards. This means that the names of the handling editor, reviewers, and authors will be disclosed to each other throughout the review process. Also, the name of the handling editor and reviewers will also be mentioned in the article once it has been published.

    Accept to Publish: acceptance to publication is undertaken in 1.8 days.
