ตัวแบบนวัตกรรมการจัดการระบบนิเวศธุรกิจเมืองผ่านกลไกการแลกเปลี่ยนองค์ความรู้: กรณีศึกษาเมืองแห่งการเรียนรู้ในประเทศไทย

บทคัดย่อ
การวิจัยนี้มีวัตถุประสงค์เพื่อ 1) วิเคราะห์กลไกการส่งเสริมระบบนิเวศธุรกิจเมืองผ่านกระบวนการแลกเปลี่ยนองค์ความรู้ของพื้นที่ต้นแบบเมืองแห่งการเรียนรู้ในประเทศไทย 2) พัฒนาตัวแบบนวัตกรรมการจัดการระบบนิเวศธุรกิจเมืองผ่านกลไกการแลกเปลี่ยนองค์ความรู้ และ 3) นำเสนอข้อเสนอแนะเชิงกลยุทธ์และนโยบายสำหรับการยกระดับระบบนิเวศธุรกิจเมืองอย่างยั่งยืน การวิจัยใช้ระเบียบวิธีวิจัยเชิงคุณภาพ เก็บข้อมูลจากผู้ให้ข้อมูลสำคัญจำนวน 40 คน จาก 4 ภาคี ได้แก่ ภาครัฐหรือองค์กรปกครองส่วนท้องถิ่น ภาคธุรกิจ สถาบันการศึกษา และชุมชน ในพื้นที่เมืองต้นแบบ 10 เมือง เมืองละ 4 คน วิเคราะห์ข้อมูลด้วยการวิเคราะห์เนื้อหา การสังเคราะห์เชิงองค์ความรู้ และการตรวจสอบข้อมูลแบบสามเส้า ผลการวิจัยพบว่า เมืองแห่งการเรียนรู้ทำหน้าที่เป็นโครงสร้างพื้นฐานเชิงปัญญาในการขับเคลื่อนระบบนิเวศธุรกิจเมือง ผ่านกระบวนการสร้าง แบ่งปัน บูรณาการ และใช้ประโยชน์จากองค์ความรู้ของภาคีสี่ประสาน ตัวแบบนวัตกรรมการจัดการที่พัฒนาขึ้น แสดงให้เห็นการเปลี่ยนผ่านจากการบริหารโครงการแบบแยกส่วนไปสู่การจัดการระบบนิเวศธุรกิจเมืองที่ขับเคลื่อนด้วยข้อมูล องค์ความรู้ และเครือข่ายความร่วมมือ ผลลัพธ์เชิงประจักษ์ที่สำคัญ ได้แก่ การเกิดกลไกกลางระดับประเทศ การพัฒนาศูนย์ข้อมูลเมือง แพลตฟอร์มการเรียนรู้ ฐานข้อมูลความรู้และแผงข้อมูลสนับสนุนการตัดสินใจเชิงนโยบายเพื่อสนับสนุนการตัดสินใจเชิงหลักฐาน การยกระดับขีดความสามารถผู้ประกอบการผ่านกลุ่มการเรียนรู้และการเกิดโมเดลธุรกิจใหม่ ข้อเสนอแนะเชิงกลยุทธ์และนโยบาย ได้แก่ การจัดตั้งหน่วยงานกลางและการพัฒนากฎหมายพื้นที่เรียนรู้ การบูรณาการระบบข้อมูลผ่านความร่วมมือแบบภาคีสี่ประสาน การพัฒนาแพลตฟอร์มที่เข้าถึงง่ายและการยกระดับทุนวัฒนธรรมด้วยเทคโนโลยีดิจิทัล
