Abstract

The unrest problem in the three southernmost provinces and the four districts of Sonkhla is a critical issue requiring prudent and gentle solutions. Southern Border Provinces Administration Centre (SBPAC), the Southern Health Systems Research Institute, Prince of Songkla University, Yala Islamic University, the Health Assembly networks in the three provinces, and the Southern Political Science Network jointly developed a national policy for health system development in multi-cultural communities to be proposed to the 1^st Health Assembly. This was to seek solutions appropriate to the multi-cultural context of the area with the cooperation of the public sector, community/people, and academics. The following stages were carried: (1) review, analysis and synthesis of literature on reformations of area-based administrative structure, justice, education, economy, society, culture and tradition; (2) group discussion where stakeholders both from the public and civil society sectors could share, recommend and consider opinions; (3) policy proposal drafting; (4) a stage of policy criticism for proposing to community and religious leaders, SBPAC and local stakeholders; (5) concluding and preparing the proposal. The outcomes present 5 policy recommendations: area-based administrative structure reform, justice reform, education reform, economic reform, and social, traditional and cultural reform.
