Abstract

The main purposes of this research and development were to study the data base of development and evaluation for creating a public health policy model by adapting and applying a mixed methodological compatibility of Participatory Action Research (PAR). The populations were stakeholders in the hot issue of the public problems between October 1^st, 2015 to March 31^st, 2017.  Data collecting was a participatory observation, a dept-interview, a focus groups discussion, public stage management, workshop, Lesson summary technique and documents. Data analysis was used content analysis. The results of data base were consisted of 10 crucial elements; the leader, dynamic on working, networks and  stakeholders, determining on the public issue and collecting information, determining on the Policy orientation, designed process, driving on the policy proposals, potential development, social communication, and follow up with evaluation. The creating a public health policy model had the remarkable features of leader development, networks, dynamics and process that focused on knowledge sharing. On achievement can find and solve the problems and find solution. However, the new development model got to take the flexible system to apply on “National Health Assembly of the application" starting from determining issue, proposal development, opinion acceptance, finding a consensus and offering on the issues into the process for determining in the policy. These models were suitability and now there is suitability in context besides, Nowadays, there are both formal and informal together which can affect to push the Kamphaeng Phet provincial health assembly to take into the process for decision of policy determination in related organizations. Therefore, the creation of healthy public policy is defined as in the meaning of directions or guidelines that overall society could believe which will lead to prosperity and happiness together.
