The Desired Characteristics of a Creative Leader for Developing the Provincial Administrative Organizations

Abstract
The purpose of this study is to examine characteristics of a creative leader to develop the Provincial Administrative Organizations under the concept “a leader with desired characteristics makes a good organization”. This study employed qualitative methodology. The data were obtained from in-depth interviews with 10 informants chosen from purposive sampling. All the informants were from the Provincial Administrative Organizations in Chachoengsao, Krabi, Ayutthaya, Nan and Chaiyaphum. One chief administrator and one chief officer were selected from each province as they play a vital role in managing the organizations. The study has included 5 provinces because each represents a variety in each region. Content analysis was used to analyze data. The results showed that to manage such organizations effectively, importance should be placed on both officers and leaders, or chief administrators, especially the vision to manage people and time as well as the chief’s ability to perform the duty effectively. It was also found that acreative leader is defined by five important characteristics: (1) teamwork (2) building trust in the organization (3) promoting a positive work attitude (4) strengthening achievement motivation and (5) effective internal communication in organization. Thus, to lead a successful organization, chief administrators should equip themselves with creative leadership characteristics.
