An Evaluation of the Public Sector Reform in Higher Education: A Case Study of Khon Kaen University

Abstract
The establishment of autonomous universities aims to promote operational independence and flexibility among higher education institutions. Khon Kaen University (KKU) has transformed from being a government agency to an autonomous university in 2015. This research aimed, first, to study the concordance of Khon Kaen University’s status change under the Khon Kaen University Act B.E.2558 (2015) with the new public management concept, and second, to study the impacts arising from the status change. The author a qualitative research method with a holistic single-case study design. Data collection was carried out via in-depth interviews with 20 key interviewees from the central executives and the department executives of KKU.
The results showed that after changing the status under the 2015 act, the university administration has not conformed to the new public management concept and there has not been any concrete change. That is, although there is an expectation and effort to formulate policies about the university’s various affairs management to be different from the old one, longstanding regulations and practices are still obstructive to realizing the new public management approach. The impact was found that the university operation got more efficient, it has not taken by the state of university changing, but it has taken by administrators’ policy owing to the clear indicators is suitable for each organization. However, it still lacks flexibility, especially, the regulations which affect to the lagging and unresponsiveness of finance and budget as well as human resource system management as it should be.
