บทความการปรับโครงสร้างองค์กรเป็นส่วนสำคัญของการปฏิรูปการกระจายอำนาจ ในจังหวัดเสียมราบ ประเทศกัมพูชานี้ เป็นส่วนหนึ่งของการวิจัยเพื่อสำรวจความพึงพอใจของประชาชนที่เน้นความสำคัญของการกระจายอำนาจด้านการปฏิรูปการกระจายอำนาจในการปรับโครงสร้างองค์กรเพื่อยกระดับการให้บริการสาธารณะในประเทศกัมพูชา มีวัตถุประสงค์ 2 ประการ คือ (1) เพื่อศึกษาความพึงพอใจของประชาชนต่อการปรับโครงสร้างองค์กรในปัจจุบันเพื่อส่งเสริมการให้บริการสาธารณะ (2) เพื่อเป็นแนวทางให้มีกรอบโครงสร้างสำคัญขององค์กรที่เหมาะสมกับประเทศกัมพูชา โดยใช้วิธีการเชิงปริมาณในการค้นหาทฤษฎีต่าง ๆ ของการปฏิรูปการกระจายอำนาจ การปรับโครงสร้างองค์กร การบริการสาธารณะ และบริบทของกัมพูชา ดำเนินการสำรวจแบบสอบถามเรื่องความพึงพอใจและความต้องการของประชาชนในจังหวัดเสียมราบ จำนวน 400 ตัวอย่าง การค้นพบนี้แสดงโดยใช้คำย่อว่า “DAMCAFC” ที่เน้นการกระจายอำนาจ การปรับตัว กลไก การทำงานร่วมกัน ความรับผิดชอบ การเงิน และความเป็นพลเมืองสำหรับโครงสร้างองค์กรที่มีประสิทธิภาพ โดยมีจุดมุ่งหมายเพื่อความทันสมัย ความก้าวหน้าของพลเมือง และความรับผิดชอบ ขณะเดียวกันก็ส่งเสริมความร่วมมือระหว่างผู้มีส่วนได้ส่วนเสีย การประเมินทางการเงินและการมีส่วนร่วมของพลเมืองเพื่อให้การดำเนินการปฏิรูปประสบความสำเร็จก็ถูกเน้นย้ำเช่นกัน การประเมินระบบโครงสร้างการจัดการในปัจจุบันทำให้เห็นคุณค่าที่สำคัญในด้านการเพิ่มขีดความสามารถขององค์กรและการเสริมศักยภาพการมีส่วนร่วมของประชาชน ด้วยค่า 1.00 นอกจากนี้ การศึกษายังตรวจสอบระดับความพึงพอใจของประชาชนซึ่งสอดคล้องกับวิสัยทัศน์ของประเทศกัมพูชา อย่างมีนัยสำคัญที่ค่า 0.99 ซึ่งบ่งชี้ถึงความสัมพันธ์ระหว่างการมีส่วนร่วมของประชาชนกับความพึงพอใจด้านการพัฒนาชุมชน
